About Our Inside IR35 Procurement Contract Roles

What does a procurement contractor do?

Procurement contract work spans across the full spectrum of purchasing and supply chain management disciplines, from transactional buying and purchase order management through to strategic sourcing, category management, supplier relationship management, procurement transformation, and public sector procurement compliance. The procurement contracting market spans operational roles that maintain the flow of goods and services into an organisation, and more strategic roles that develop sourcing strategies, renegotiate major supplier contracts, and lead procurement capability improvement programmes. Contractors are brought in to cover vacancies, manage specific sourcing projects or retendering exercises, support procurement transformation programmes, or provide specialist expertise in particular categories or procurement regulations.

The skills expected of procurement contractors vary by seniority and the nature of the engagement. At the operational end, buyers and procurement officers need practical purchasing skills, familiarity with procurement systems including SAP Ariba, Coupa, or Oracle Purchasing, and the ability to manage suppliers and purchase orders efficiently within defined category strategies. At the strategic end, category managers and procurement directors need commercial negotiation expertise, category market knowledge, experience running competitive tendering processes, and the ability to develop and implement category strategies that deliver sustainable commercial value. For public sector roles, thorough knowledge of the Procurement Act 2023, PCR2015, and the commercial frameworks through which public sector organisations procure goods and services is a fundamental requirement. CIPS qualification is well regarded across the procurement contracting market and is standard across the market at Category Manager level and above.

What is the market like for procurement contractors?

Procurement contracting is a large and consistently active market, driven by the universal need for purchasing capability across organisations of all sizes and the structural importance of procurement to cost management, supply chain resilience, and regulatory compliance. The public sector generates a particularly high volume of procurement contract demand given the scale of public spending and the specific regulatory framework governing public procurement. The Procurement Act 2023 has created additional compliance-driven demand for specialist public procurement expertise. Private sector demand is driven primarily by category management, major contract retendering, and procurement transformation programmes. Rates are influenced by seniority and the commercial value of the category being managed, with senior strategic procurement contractors commanding rates that reflect the direct cost savings their work delivers.

What does Inside IR35 mean?

IR35 is UK tax legislation that determines whether a contractor is genuinely self-employed or working in a manner that resembles employment. When a contract is classified as inside IR35, income tax and National Insurance are deducted at source, typically via an umbrella company or agency PAYE. Headline day rates on inside IR35 engagements are generally higher than equivalent outside IR35 roles to account for the tax and employment cost structure.

Inside IR35 determinations are made where the working arrangements are considered to resemble employment, based on factors including the level of client control, the absence of a genuine right of substitution, and the presence of mutuality of obligation. Since April 2021, the end client is responsible for making this determination for medium and large private sector organisations. Many employers in financial services, government, and professional services assess the majority of their contractor engagements as inside IR35.

On QualityContracts.co.uk, approximately 49% of roles with a stated IR35 status are classified as inside IR35, making it the most common arrangement across the contract market. The proportion varies by sector and role type. Each listing on this page displays its IR35 status where provided by the hiring organisation.

What procurement roles are usually Inside IR35?

Procurement is predominantly inside IR35 at around 75% of those with a stated status. The operational nature of procurement work, managing supplier relationships, processing purchase orders within the client's ERP, and negotiating on the client's behalf under delegated authority, embeds the contractor in the commercial function. Government departments, NHS supply chain organisations, and large corporates with established procurement teams hire contract procurement professionals to fill team gaps and support demand peaks.

How much do procurement contractors usually earn when working Inside IR35?

Contract rates for procurement roles typically range from £350 to £650 per day, depending on the scope of the role, required expertise, and the delivery expectations of the engagement. Inside IR35 rates are typically 15% to 30% higher than equivalent outside IR35 roles to account for tax and national insurance deducted at source by the fee-payer.
