What does a procurement contractor do?
Procurement contract work spans across the full spectrum of purchasing and supply chain management disciplines, from transactional buying and purchase order management through to strategic sourcing, category management, supplier relationship management, procurement transformation, and public sector procurement compliance. The procurement contracting market spans operational roles that maintain the flow of goods and services into an organisation, and more strategic roles that develop sourcing strategies, renegotiate major supplier contracts, and lead procurement capability improvement programmes. Contractors are brought in to cover vacancies, manage specific sourcing projects or retendering exercises, support procurement transformation programmes, or provide specialist expertise in particular categories or procurement regulations.
The skills expected of procurement contractors vary by seniority and the nature of the engagement. At the operational end, buyers and procurement officers need practical purchasing skills, familiarity with procurement systems including SAP Ariba, Coupa, or Oracle Purchasing, and the ability to manage suppliers and purchase orders efficiently within defined category strategies. At the strategic end, category managers and procurement directors need commercial negotiation expertise, category market knowledge, experience running competitive tendering processes, and the ability to develop and implement category strategies that deliver sustainable commercial value. For public sector roles, thorough knowledge of the Procurement Act 2023, PCR2015, and the commercial frameworks through which public sector organisations procure goods and services is a fundamental requirement. CIPS qualification is well regarded across the procurement contracting market and is standard across the market at Category Manager level and above.
What is the market like for procurement contractors?
Procurement contracting is a large and consistently active market, driven by the universal need for purchasing capability across organisations of all sizes and the structural importance of procurement to cost management, supply chain resilience, and regulatory compliance. The public sector generates a particularly high volume of procurement contract demand given the scale of public spending and the specific regulatory framework governing public procurement. Private sector demand is driven primarily by category management, major contract retendering, and procurement transformation programmes. Rates are influenced by seniority and the commercial value of the category being managed, with senior strategic procurement contractors commanding rates that reflect the direct cost savings their work delivers.
What does Outside IR35 mean?
IR35 is UK tax legislation that determines whether a contractor is genuinely self-employed or working in a manner that resembles employment. When a contract is classified as outside IR35, the engagement is treated as a business-to-business arrangement. The contractor operates through their own limited company, invoices for services, and manages their own tax affairs including corporation tax, self-assessment, and VAT where applicable.
Outside IR35 engagements are assessed against three key factors: the degree of control the client exercises over how the work is delivered, whether the contractor has a genuine right to provide a substitute, and whether there is a mutuality of obligation between the parties. Contracts that demonstrate contractor autonomy, project-based delivery, and the absence of ongoing employment obligations are more likely to sit outside IR35. Since April 2021, responsibility for making this determination sits with the end client for medium and large private sector organisations.

Procurement contracts sit at around 25% outside IR35 among those with a stated status. Outside IR35 procurement work tends to involve specific sourcing projects: running a competitive tender, conducting a category review, or developing a procurement strategy with defined recommendations and a handover. Procurement consultancies and organisations commissioning specific strategic sourcing initiatives are the most active clients. MCIPS qualification and experience with public sector procurement regulations carry weight for outside IR35 procurement work.
How much do procurement contractors usually earn when working Outside IR35?
Contract rates for procurement roles typically range from £350 to £650 per day, depending on the scope of the role, required expertise, and the delivery expectations of the engagement.
