Summary: The Sr. Subcontract Administrator role involves managing the full lifecycle of subcontracts within the Engineered Systems Business Unit, focusing on compliance with company policies and federal regulations. Key Responsibilities:
- Prepare recommended source lists of qualified subcontractors based on performance history and project requirements.
- Partner with Business Development teams to establish subcontractor teaming strategies and lead related negotiations.
- Develop and issue formal subcontractor solicitations, ensuring inclusion of flow-down requirements from the prime contract.
- Evaluate subcontractor proposals, negotiate pricing and terms, and prepare award documentation in accordance with CPSR and company procedures.
- Collaborate with internal stakeholders to ensure timely pre-award reviews, pricing validation, and risk assessment.
- Manage subcontract administration through all phases-execution, amendments, performance monitoring, and closeout.
- Partner with Program Management, Finance, and Contracts teams to align negotiation strategy and minimize risk exposure.
- Maintain accurate subcontract tracking records and prepare reports to support internal audits or leadership requests.
- Lead and train lower-level Subcontract Administrators and internal stakeholders on procurement best practices and compliance.
- Foster positive working relationships with internal teams and subcontractors to ensure seamless communication and issue resolution.

- Proven experience drafting, negotiating, and managing long-term, risk-averse subcontracts for design/build and general construction management on federally funded programs.
- Skilled in managing subcontractor performance under Davis-Bacon, Bonding, Liquidated Damages, and other construction-related requirements.
- Experience identifying and mitigating subcontractor performance issues or risks during program execution.
- Knowledgeable in drafting and awarding various contract types, including FFP, FFP LOE, CPFF Term/LOE, T&M, and IDIQ agreements.
- Strong understanding of FAR and CPSR compliance, with diversified experience maintaining compliant subcontract documentation.
- Bachelor's Degree in Business Administration, Economics, or related field.
- Minimum 10+ years of progressive experience in procurement and subcontract administration for large-scale engineering and construction projects.
- Strong ability to advise management, develop and communicate new concepts, and lead through evolving project conditions.
- Excellent written and verbal communication skills; proven ability to engage across all organizational levels.
- Ability to coach, mentor, and provide guidance to junior team members.
- Exceptional organizational and time-management skills-able to manage multiple priorities with precision in a fast-paced, deadline-driven environment.
- Demonstrated independence and accountability; capable of representing System One on subcontract matters with vendors and internal teams.
