Summary: The Procurement Officer will support the Procurement Manager in managing tenders for external contractors and provide expert advice on complex procurement activities within a public health body. This role involves overseeing procurement processes, contract management, and supplier relationship management, with a focus on governance and quality assurance. The position is remote with occasional meetings in Manchester and is offered on a 5-month contract with potential for extension.
Key Responsibilities:
- Delegate and provide cover for the Associate Director of Procurement as required.
- Develop, implement, and monitor procurement policies and quality assurance procedures.
- Manage tendering assessment teams and provide support for complex procurement activities.
- Provide regular updates to the internal project group on procurement progress.
- Plan and manage workloads within the team to meet deadlines and high standards.
- Ensure processes comply with statutory requirements and best practices.
- Critically appraise complex tenders and supplier financial information.
Key Skills:
- Degree or equivalent knowledge through experience and training.
- Knowledge of procurement methods and business analysis techniques.
- Experience in a purchasing setting and undertaking above threshold procurements.
- Experience in contract negotiation.
- Excellent oral and written communication skills.
