Summary: The Quantity Surveyor role is a temporary position within Bury Council's Housing Services department, focused on delivering Quantity Surveying services for over £16M in planned maintenance for Council Homes. The position requires technical expertise and experience in social housing and contract management, with responsibilities including preparing estimates, managing tenders, and liaising with various stakeholders. The role is crucial for ensuring effective financial management and compliance with legislation in housing projects. The initial contract length is three months, with potential for extension based on project needs.
Key Responsibilities:
- Prepare estimates and tender documents for investment programmes in Council Housing.
- Settle final accounts and compile financial reports.
- Liaise with internal and external clients, tenants, leaseholders, and colleagues.
- Carry out pre-contract Quantity Surveying duties for Capital Programme Schemes and Environmental Projects.
- Provide budget and detailed estimates, prepare tender documents, and manage the tender process.
- Perform post-contract duties including monthly final cost forecasts and evaluation of claims.
- Advise on building costs for external grants and funding.
- Implement new practices such as Partnering, Contractor/Supplier Frameworks, and E-Tendering.
Key Skills:
- HND in a relevant area or higher.
- Professional qualification (e.g., RICS, CIOB, Degree in Building Surveying).
- Minimum of 3 years post-qualification experience.
- Understanding of local government procedures and statutes.
- Strong analytical skills for management information improvements.
- Excellent written and verbal communication skills.
- Ability to work autonomously with minimal supervision.
- Proficient in Microsoft Office and experienced in financial management.
