Summary: The QA/QC Engineer plays a crucial role in supporting the QA/QC Lead by implementing quality assurance and control strategies for CAT IV–VI projects. This position serves as the main link between Project Management Teams and the Projects QA/QC Section, focusing on quality control through inspections, contractor evaluations, and reporting. The role demands effective resource management and proactive quality surveillance to foster continuous improvement in project execution.
Key Responsibilities:
- Analyze project scopes to define appropriate quality verification activities.
- Review and validate contractor/supplier quality documents (e.g., PQP, PEP, ITPs, criticality assessments).
- Approve welding procedures, qualifications, and repair/testing documentation.
- Lead Pre-Inspection Meetings to align expectations before execution.
- Interpret radiographic films, assess defects, and recommend corrective actions.
- Coordinate inspections at sites and workshops, allocating CLIENT QC resources.
- Assign third-party inspectors for offsite manufacturing surveillance.
- Conduct audits on contractor procurement, engineering, construction, and QA processes.
- Evaluate CLIENT inspectors’ performance and recommend training for improvement.
- Identify lessons learned, recommend corrective actions, and promote continual improvement.
- Coordinate punch-list closure prior to mechanical acceptance.
- Oversee mechanical acceptance, pre-commissioning, and commissioning readiness.
- Enforce CLIENT’s HSE policies throughout project activities.
- Support cross-project QA/QC coordination and implementation of inspection strategies.
- Act as QA/QC focal point for PMTs, ensuring integration of quality requirements.
- Monitor inspector workloads, adjusting resources based on project priorities and risk.
- Conduct field surveillance audits and report on quality system effectiveness.
- Track contractor QA/QC performance, focusing on NCRs, CARs, and recurring issues.
- Generate quarterly performance reports with trend analysis and improvement actions.
- Monitor and escalate overdue or ineffective corrective actions.
- Validate readiness of QA/QC resources, especially for shutdowns and tie-in activities.
Key Skills:
- Bachelor’s Degree in Engineering (preferably Mechanical or Metallurgical).
- Certified IRCA Quality Auditor (Lead Auditor status preferred).
- CSWIP 3.1 or 3.2 Welding Inspection certification (valid/current preferred).
- NDT Level II certification (valid certification preferred).
- Minimum 10 years’ QA/QC experience in oil & gas, including both greenfield and brownfield projects.
- Extensive background in shutdown execution within live LNG environments.
- Proven track record across engineering, procurement, fabrication, and construction QA/QC activities.
- In-depth knowledge of international codes (ISO, ASME, API, AWS, NACE).
- Experience reviewing critical documentation like WPS, PQRs, and ITPs.
- Strong command of English (verbal and written).
- Computer proficiency and data analysis capability.
- Strong interpersonal and stakeholder management skills.
- Leadership ability to guide QA/QC teams and delegate on behalf of the QA/QC Lead.
