Summary: The Programme Manager (Capability, Change & Integration) is tasked with designing and implementing frameworks for managing capability, integration, and change initiatives within a complex regulatory environment. This role requires strong governance, risk management, and stakeholder engagement skills to ensure alignment with strategic objectives and effective delivery of transformation programmes. Candidates must have a background in major infrastructure projects, particularly within MOD or HM Government settings, and must be UK born due to the security nature of the programme.

Key Responsibilities:

  • Direct design and implement a structured framework for managing transformation and change initiatives.
  • Develop methodologies to ensure transformation programmes align with organisational key objectives.
  • Establish robust governance structures, decision-making processes, and reporting mechanisms.
  • Ensure compliance with relevant regulatory, financial, and operational standards.
  • Develop a risk management approach to proactively identify and mitigate risks.
  • Develop communication and engagement strategies to align stakeholders.
  • Define and implement programme management standards, processes, and tools.
  • Develop key performance indicators (KPIs) and reporting mechanisms to track effectiveness.

Key Skills:

  • Proven experience in developing and managing programme management frameworks for large-scale change initiatives.
  • Expertise in operating models, governance design, portfolio management, and multi-programme coordination.
  • Strong background in change and integrated planning and business readiness for change.
  • Experience in risk and compliance management in a highly regulated environment.
  • Ability to design and embed programme management methodologies, tools, and reporting structures.
  • Strong stakeholder engagement experience, particularly with senior executives and cross-functional teams.
  • Programme management qualification.
  • Business Change Management qualification or relevant equivalent experience.
  • Institute of Asset Management Endorsed Assessor or equivalent.
