Summary: The Procurement Manager will oversee procurement contracts and ensure compliance with the Procurement Act 2023 while providing professional procurement advice across the organization. This role involves managing end-to-end procurement processes, drafting documentation, and maintaining strategic procurement schedules. The individual will work closely with the Procurement Business Partner and report to the Head of Commercial Services, ensuring value for money and compliance in all procurement activities. Strong public sector procurement experience is essential for success in this position.

Key Responsibilities:

  • Run end-to-end procurement processes in compliance with the Procurement Act 2023.
  • Safeguard and manage procurement activities during the implementation of the new Procurement Act.
  • Monitor updates to legislation and implement necessary changes to procurement processes.
  • Determine routes to market and provide advice for tender opportunities.
  • Draft procurement documentation and contracts, ensuring clarity and compliance.
  • Maintain a pipeline of procurement activities and manage contract renewals.
  • Review and approve changes to non-standard terms and conditions.
  • Conduct due diligence checks on potential business partners.
  • Deliver procurement training and advice to stakeholders.
  • Support expenditure monitoring across frameworks and contracts.

Key Skills:

  • Strong experience with Public Contracts Regulations 2015 and the Procurement Act 2023.
  • Experience in drafting tender specifications and evaluation criteria.
  • Ability to review contract clauses and identify risks.
  • Strong verbal and written communication skills.
  • Ability to manage multiple priorities and maintain organization.
