Summary: The PMO Lead will oversee the Programme Management Office for a significant Council Transformation Programme aimed at achieving over £100m in annual savings through extensive organizational changes. This role requires a seasoned professional to enhance PMO functions, manage governance, and ensure effective reporting and benefits realization across multiple workstreams. The position is based in London with hybrid working arrangements and is classified as inside IR35. The contract duration is six months.
Key Responsibilities:
- Lead and continuously improve the PMO function for a complex, multi-workstream transformation programme
- Own programme governance, including servicing senior boards and executive-level forums
- Maintain the integrated programme plan, tracking milestones, dependencies and resources across all workstreams
- Own portfolio-level benefits realisation, working closely with Finance and HR to track cashable and non-cashable savings
- Lead RAID management, ensuring risks, issues and dependencies are identified, managed and escalated appropriately
- Produce high-quality executive reporting for senior leaders and Members
- Lead programme assurance activity, including health checks, gate reviews and external audit support
- Champion a data-led, modern PMO, using digital tools and AI to automate reporting and improve insight
Key Skills:
- Leading or establishing a PMO for a complex transformation or portfolio
- Strong knowledge of programme and portfolio management methodologies (governance, RAID, benefits, assurance)
- Experience supporting senior governance boards and executive-level stakeholders
- Benefits management experience, including tracking savings against financial strategies
- Excellent analytical and reporting skills, with the ability to translate complexity for senior audiences
- Strong stakeholder management skills, able to influence without direct authority
- Experience using digital PMO tools, dashboards and reporting platforms
