Summary: The Partnerships Specialist for ICT, Cybersecurity and Digital Transformation will provide strategic advice and guidance on digital transformation and cybersecurity initiatives within UNOPS operations, particularly in the Western Balkans. This role involves collaboration with various stakeholders to design and implement programs that enhance digital capabilities and security measures. The incumbent will also analyze trends, monitor funding opportunities, and facilitate stakeholder engagement to support the region's development in these areas.

Key Responsibilities:

  • Provide advice on cross-sectorial digital transformation and cybersecurity matters for UNOPS.
  • Guide strategic and operational engagement in digital transformation and cybersecurity in Western Balkans countries.
  • Conduct analyses of national and EU trends, policies, and institutional frameworks in digital transformation and cybersecurity.
  • Monitor and update on funding opportunities for relevant projects.
  • Facilitate the expansion of the RSMCO network of stakeholders in digital transformation and cybersecurity.
  • Contribute to the design of programs and projects supporting development in these areas.
  • Provide technical support through narrative inputs to documents and participation in relevant meetings and events.
  • Deliver advisory and capacity-building sessions, both in-person and online.

Key Skills:

  • Master's degree in engineering, ICT, telecommunications, social science, or relevant fields.
  • Minimum five years of relevant work experience in digital transformation and cybersecurity.
  • Experience with international organizations and national institutions in ICT and cybersecurity.
  • Knowledge of cross-sectorial application of ICT and digital solutions.
  • Experience in capacity building for digital transformation and cybersecurity.
  • Familiarity with UN, EU, and Western Balkans policy frameworks in ICT and cybersecurity.
  • Fluency in English; knowledge of Serbian, Montenegrin, Macedonian, or Bosnian is an asset.
