What does a buyer contractor do?
Buyer contractors are engaged to manage the sourcing and procurement of goods and services within supply chain and procurement functions, working across the purchasing cycle from supplier identification and tendering through to negotiation, contract placement, and ongoing supplier management. The scope of the role varies by sector and seniority: in retail and FMCG, buyers focus on commercial negotiation and range management; in manufacturing and engineering, buyers manage the sourcing of components and raw materials; in the public sector, buyers operate within formal procurement frameworks and compliance requirements. Buyer contractors are brought in to cover vacancies, provide additional capacity during peak sourcing activity, or deliver a specific procurement project.
What sets strong Buyer contractors apart is depend on the sector and the complexity of the category they are managing. Commercial negotiation skills and the ability to manage supplier relationships effectively are expected across all Buyer contract roles. Experience with procurement systems and purchase order management is widely assumed, with specific platform knowledge such as SAP Ariba, Coupa, or Oracle Purchasing being an advantage in larger organisations. For public sector roles, familiarity with PCR2015 procurement regulations and the ability to run compliant tender processes is essential. CIPS qualification is well regarded across the procurement contracting market and is frequently listed as a preference at senior Buyer and Category Manager level.
What is the market like for buyer contractors?
The market for Buyer contractors is a steady mid-volume market driven by cover needs, procurement transformation programmes, and the ongoing demand for commercial capacity within supply chain functions across manufacturing, retail, public sector, and professional services. The market is particularly active in retail and FMCG, where seasonal trading patterns and range reviews create predictable peaks in demand for experienced buyers. Rates reflect the seniority and category complexity involved, with senior buyers managing high-value or strategically important categories commanding day rates well above those for more transactional purchasing roles. CIPS-qualified contractors with strong category management experience are consistently in the strongest demand.
What does Outside IR35 mean?
IR35 is UK tax legislation that determines whether a contractor is genuinely self-employed or working in a manner that resembles employment. When a contract is classified as outside IR35, the engagement is treated as a business-to-business arrangement. The contractor operates through their own limited company, invoices for services, and manages their own tax affairs including corporation tax, self-assessment, and VAT where applicable.
Outside IR35 engagements are assessed against three key factors: the degree of control the client exercises over how the work is delivered, whether the contractor has a genuine right to provide a substitute, and whether there is a mutuality of obligation between the parties. Contracts that demonstrate contractor autonomy, project-based delivery, and the absence of ongoing employment obligations are more likely to sit outside IR35. Since April 2021, responsibility for making this determination sits with the end client for medium and large private sector organisations.

What buyer roles are usually Outside IR35?
Outside IR35 buyer contracts are virtually nonexistent. Procurement and buying roles involve working within the client's supply chain, using their purchase order systems, and negotiating on their behalf under delegated authority. Every aspect of the work ties the contractor into the client's operations. The rare exceptions involve specialist procurement consultants engaged to source a specific category or run a one-off tender process with a clear endpoint, but these are typically badged as procurement consultancy rather than buying roles.

Contract rates for buyer roles typically range from £300 to £600 per day, depending on the scope of the role, required expertise, and the delivery expectations of the engagement.
