What does a buyer contractor do?
Buyer contractors are engaged to manage the sourcing and procurement of goods and services within supply chain and procurement functions, working across the purchasing cycle from supplier identification and tendering through to negotiation, contract placement, and ongoing supplier management. The scope of the role varies by sector and seniority: in retail and FMCG, buyers focus on commercial negotiation and range management; in manufacturing and engineering, buyers manage the sourcing of components and raw materials; in the public sector, buyers operate within formal procurement frameworks and compliance requirements. Buyer contractors are brought in to cover vacancies, provide additional capacity during peak sourcing activity, or deliver a specific procurement project.
What sets strong Buyer contractors apart is depend on the sector and the complexity of the category they are managing. Commercial negotiation skills and the ability to manage supplier relationships effectively are expected across all Buyer contract roles. Experience with procurement systems and purchase order management is widely assumed, with specific platform knowledge such as SAP Ariba, Coupa, or Oracle Purchasing being an advantage in larger organisations. For public sector roles, familiarity with PCR2015 procurement regulations and the ability to run compliant tender processes is essential. What does Outside IR35 mean?
IR35 is UK tax legislation that determines whether a contractor is genuinely self-employed or working in a manner that resembles employment. When a contract is classified as outside IR35, the engagement is treated as a business-to-business arrangement. The contractor operates through their own limited company, invoices for services, and manages their own tax affairs including corporation tax, self-assessment, and VAT where applicable.

What buyer roles are usually Outside IR35?
Outside IR35 buyer contracts are virtually nonexistent. Procurement and buying roles involve working within the client's supply chain, using their purchase order systems, and negotiating on their behalf under delegated authority. Every aspect of the work ties the contractor into the client's operations. The rare exceptions involve specialist procurement consultants engaged to source a specific category or run a one-off tender process with a clear endpoint, but these are typically badged as procurement consultancy rather than buying roles.
