Summary: The Finance Manager (People Services) role involves managing financial operations within the Government Commercial Function, focusing on payroll recovery and stakeholder collaboration. This position requires overseeing budget management, month-end processes, and compliance while working in a hybrid arrangement. Key Responsibilities:

  • Budget Management and Forecasting: Work closely with budget holders and service delivery teams to manage financial targets effectively.
  • Month-End Process: Review, analyse, prepare, and post monthly accruals, prepayments, and other accounting entries; report significant budgetary variances.
  • Internal Reporting: Prepare clear, accurate reporting packs; ensure budget holders have access to financial support through regular meetings and updates.
  • Finance Business Partnering: Collaborate with stakeholders, build partnerships, maintain strong relationships, and manage data effectively to keep deliverables on track.
  • Compliance: Ensure adherence to internal policies, financial reporting standards, and lead audit requirements.
  • Financial Modelling: Prepare financial models for pricing projects and achieving deliverables.

Key Skills:

  • Fully qualified or near completion of ACA, CIMA, ACCA, CIPFA, or at least AAT qualified with a minimum of two years' post-qualification experience in a financial environment.
  • Strong technical ability to create templates, work out adjustments, analyse and reconcile large volumes of data, and understand journals and reconciliations.
  • Proven experience in managing finance cycles (monthly, quarterly, annually), budget management, forecasting, and providing high-quality finance business partnering services.
  • Excellent written and verbal communication skills to convey complex financial information to diverse audiences.
  • Strong interpersonal skills to build and maintain relationships with stakeholders, manage conflicts, and influence others effectively.
  • Demonstrable experience in using initiative to solve problems, working independently, and being a team player.
