The Cosmetic Regulatory Consultant ensures that all products comply with global regulatory requirements in existing and new markets. This includes overseeing product registrations, ensuring compliance with ingredient regulations, checking new products for compliance before launch, labelling requirements, and securing certifications such as Leaping Bunny and Vegan Society. The consultant plays a critical role in mitigating regulatory risks, keeping up with evolving legislation, and advising on market entry strategies.
Key Responsibilities
- Product Registration & Market Entry Compliance
- Manage regulatory approvals and product registrations for all current and future global markets where products are sold.
- Identify regulatory requirements for entering new markets and prepare necessary documentation for compliance.
- Liaise with regulatory authorities in each region to ensure smooth registration and renewal processes.
- Maintain up-to-date Product Information Files (PIFs) and regulatory dossiers as required (e.g., EU CPNP, UK SCPN, Health Canada, US FDA, China NMPA, ASEAN, etc.).
- Monitor evolving regulations and advise the company on potential impacts to formulation, packaging, and marketing claims.
- Review all new product formulations before development finalization to ensure compliance with ingredient regulations in each target market.
- Prepare and submit product registrations for each region where the product will be sold, including: EU & UK: Cosmetic Product Notification Portal (CPNP, SCPN) & Product Information Files (PIFs). USA: MoCRA compliance, FDA Voluntary Cosmetic Registration Program (VCRP). Canada: Health Canada Cosmetic Notification Forms (CNF). China: NMPA registration (for general & special cosmetics). ASEAN: ASEAN Cosmetic Directive compliance and notifications. Middle East, Australia & Other Markets: Registering with local authorities and meeting country-specific requirements.
- Product Safety & Ingredient Compliance
- Conduct ingredient assessments to ensure compliance with region-specific restrictions and prohibited substances lists.
- Verify that raw materials and finished products meet all safety and regulatory standards for each market, including new potential markets.
- Ensure that toxicology, stability, and microbiology testing is completed as needed to meet safety requirements.
- Work with R&D to adjust formulations if an ingredient becomes restricted or banned in a key market.
- Review fragrance allergens, preservatives, and UV filters for compliance with regional regulations (EU SCCS, FDA, etc.).
- Labelling, Packaging & Claims Compliance
- Ensure that all packaging and labelling meet country-specific legal requirements, including: INCI ingredient lists Warning statements and precautionary measures Language translations Country of origin and batch coding requirements Recycling/disposal information Review marketing claims to ensure compliance with advertising standards (e.g., "anti- aging," "organic," "dermatologically tested").
- Assist in Sunscreen & SPF regulations (if applicable) for markets with strict rules on efficacy testing and claims.
- Certifications & Ethical Accreditations
- Manage applications for third-party certifications, including: Leaping Bunny (Cruelty-Free International) Vegan Society / V-Label / PETA Vegan Halal & Kosher Certifications (if applicable) Ensure continued compliance with ethical and sustainability standards required for these certifications.
- Conduct supplier audits to confirm compliance with cruelty-free and vegan ingredient sourcing policies.
- Ongoing Regulatory Monitoring & Risk Management
- Stay updated on regulatory changes worldwide and provide guidance on reformulations, packaging (EPR) or changes needed to maintain compliance.
- Conduct regular compliance audits to identify and mitigate potential regulatory risks.
- Provide training to internal teams (R&D, Marketing, Operations) on evolving regulatory standards.
- Assist with recalls, adverse event reporting, and consumer safety concerns in collaboration with Quality Assurance teams.
