Key Responsibilities:

  • Work as part of a multi-agency team on the National CBRN Testing, Exercising, and Assurance Programme.
  • Coordinate and act as a single point of contact for CBRN Testing and Exercising.
  • Support UK Regions and Forces in CBRN Testing and Exercising.
  • Assist in CBRN National Exercise Programmes for improved planning and delivery.
  • Maintain and enhance relationships with key stakeholders in the police service and partner agencies.
  • Audit key T&E stakeholders and develop relationships for learning and assurance projects.
  • Incorporate new technologies and methodologies into testing and exercising activities.
  • Promote and support debriefing processes post-exercise.
  • Assist in the development of the Organisational Learning System (OLS).
  • Support the Centre with logistical guidance and 24/7 on-call functions.
  • Carry out tasks commensurate with the role.

Information About The Role

This position is offered as a 2-year secondment to the National CBRN Centre. The NCBRNC brings together the emergency services to protect & prepare the UK against the chemical, biological, radiological & nuclear (CBRN) threat. The Command is a Counter Terrorism Police national capability, hosted by West Midlands Police (akin to CTPHQ being hosted by the MPS).

The role

This role will be based in the Testing, Exercise & Assurance Team supporting NCBRNC in delivering testing and exercise, and assurance, on a national and regional basis to support, strengthen and assure the emergency service response to a CBRN Incident.

Responsibilities

  • To work as part of a small multi-agency team which takes forward a National CBRN Testing, Exercising, and Assurance Programme.
  • To coordinate and act as a single point of contact for NCBRNC in relation to CBRN Testing and Exercising at a local, regional, and national level.
  • To coordinate the support to UK Regions and Forces from NCBRNC when requested in relation to CBRN Testing and Exercising.
  • Further support to CBRN National Exercise Programmes across emergency services and military partners to ensure improved and efficient planning, delivery and review processes to increase organisational learning outcomes.
  • To maintain, develop and enhance relationships with key stakeholders in the police service and partner agencies to ensure that lessons learned from CBRN Testing and Exercising are disseminated and built into training products, doctrine and operational processes.
  • Audit key T&E stakeholders, establish priority partnerships, developing relationships for learning and assurance projects.
  • Explore and advance opportunities to incorporate new technologies and methodologies into testing and exercising activity.
  • Identify key opportunities to provide better exercise engagement.
  • Review and examine opportunities for better organisational learning processes and reporting.
  • Promote and support debriefing processes post exercise at a local, regional and national level.
  • Working with CT Organisational Development Unit (ODU), assist in the further development of the Organisational Learning System (OLS) to enhance learning from CBRN operational events, training and exercising.
  • Work with partners to improve the overall CBRN operational response, building relationships and championing the principles of JESIP through delivery of joint organisational learning as required.
  • To assist NCBRNC Training team, on an ad hoc basis, in facilitating and delivering exercises and engagement events, including as part of CBRN Command Courses.
  • To support the Centre in providing logistical support and guidance to the service.
  • To be aware of Policy on Equal Opportunities, Health and Safety and Data Protection and to comply with the legislation and the standards of ‘good practice’.
  • Provide support to the 24/7 on call function at NCBRNC.
  • Be prepared to carry out any tasks that are commensurate with the role.
