Summary: The role of Capital Accountant involves providing comprehensive accountancy services for a local authority, focusing on capital accounting and treasury management. The successful candidate will be responsible for closing accounts, preparing financial statements, and supervising staff within the team. This position requires an experienced professional who can effectively manage financial operations and provide guidance to budget holders. The contract is expected to last between 3 to 6 months.

Key Responsibilities:

  • Provide revenue and accountancy services and capital accounting services
  • Be responsible for the Treasury Management functions, including borrowing and investment
  • Supervise the banking arrangements and the bank reconciliation function
  • Supervise the administration of the Council’s Petty Cash Accounts
  • Manage and supervise staff within the team
  • Ensure daily Treasury Management activities follow the Treasury Management Strategy, including making daily investment decisions based on available cash flow
  • Ensure relevant holding accounts are reconciled and cleared in a proper and timely manner
  • Undertake budget preparation, budget monitoring and year end accounts closure tasks in respect the Authority’s Capital accounts in accordance with agreed timetables
  • Preparation of grant claims in relation to capital
  • Provide financial advice and guidance to budget holders

Key Skills:

  • Accountancy qualification
  • Strong knowledge of local government finance, relevant legislation, and Council Financial Regulations/Standing Orders
  • Understanding of International Financial Reporting Standards, CIPFA Prudential Code, Treasury Management Code, and anti-money laundering legislation
  • Proficient in Microsoft Office and able to communicate complex technical issues clearly at all levels
  • Skilled in planning, meeting deadlines, assessing legislative and regulatory changes, and advising accordingly
  • Experienced in staff management and possesses excellent interpersonal and communication skills

Role: Capital Accountant

Location: West of England

Contract Length: 3-6 months

Rate: Negotiable P/D umbrella

I am working on behalf of a local authority client of mine who are looking to appoint an experienced Capital Accountant who can come in and hit the ground running and who will be responsible for closing accounts and preparing statements.
