Summary: The Building Control Surveyor will assist the Senior Building Surveyor in managing a designated area of the Borough and act as a deputy for the Principal Building Surveyor during absences. Key responsibilities include processing Building Regulation applications, providing building control advice, and ensuring compliance with council policies. The role requires effective communication and collaboration with various stakeholders while maintaining quality assurance and confidentiality.

Key Responsibilities:

  • Assist the Senior Building Surveyor in day-to-day management and deputise for the Principal Building Surveyor during absences.
  • Process and scrutinise Building Regulation applications.
  • Provide general building control advice.
  • Ensure compliance with the council’s equal opportunity and health and safety policies.
  • Promote and participate in the council’s investors in people (IIP) and individual performance appraisal and development (IPAD) initiatives.
  • Maintain confidentiality and comply with information security policies.
  • Assist in maintaining the section's Quality Assurance accreditation.
  • Deal with building projects reverting to local Authority control due to default by an Approved Inspector.
  • Attend meetings, working parties, and seminars as directed by the Team Leader.
  • Provide pre-application specialist advice on Building Regulations for complex projects.
  • Keep detailed records of all works inspected on site.
  • Complete site inspection records within specified timelines.
  • Carry out plan checks and site inspections outside the borough as per the Memorandum of Understanding for Cross Border working.
  • Inspect work and verify completion in accordance with Building Regulations for Improvement Grants.

Role Purpose Assist the Senior Building Surveyor in the day to day management of an area of the Borough and to deputise for the Principal Building Surveyor during absences. The processing and scrutiny of Building Regulation applications. The provision of general building control advice.

To ensure compliance with the council’s information security policies and maintain confidentiality. To assist in maintaining the sections Quality Assurance accreditation. To deal with building projects that, whilst under construction revert to local Authority control due to default by an Approved Inspector. To assist in maintaining the sections Quality Assurance accreditation. To attend meetings, working parties and seminars as directed by the Team Leader and report hereon. To provide pre-application specialist advice on all aspects of the Building Regulations and allied legislation for more complex projects. To keep detailed records of all works inspected on site for future reference and in sufficient detail. To complete site inspection records for incorporating into the computer records within specified timelines within office policy. To carry out plan check & site inspections outside the borough on applications received under the Memorandum of Understanding for Cross Border working and in accordance with LABC Partnership protocol. To inspect work and verify completion in accordance with Building Regulations in connection with payments for Improvement Grants.

Requirements A detailed working knowledge of more complex construction techniques. Ability to organise workload, to establish priorities for action, and to delegate duties in order to carry out the necessary work within statutory deadlines. Ability to prepare accurate and detailed reports on site inspections Ability to negotiate with applicants and developers in order to achieve compliance with statutory requirements CABE/RICS or directly relevant degree or B-TEC Higher (with comprehensive BC experience). A willingness to respond positively to change in procedures, practice, policies and organisation within the Building Control Section, the Department and the Council in general. Ability to work effectively in a building control team and a willingness to work in a manner that contributes positively to the performance of the team Ability to deal professionally and courteously and to undertake effective verbal and written communication, with Council officers, members of the public, building professionals and other interested parties.
