Summary: The Interim Transformation and Change Business Analyst role involves leading a thorough review of payroll services, processes, and systems to identify inefficiencies and propose improvements. The position requires collaboration with project teams to develop streamlined solutions that enhance overall efficiency. The role is expected to deliver impactful redesigns while managing stakeholder expectations and ensuring effective change management. This is a temporary assignment lasting three months based in Bradford.
Key Responsibilities:
- Report to the Transformation and Change Senior Business Analyst, with extensive autonomy in decision-making and responsibility delivery.
- Provide leadership to Project/Programme Teams, guiding workstream leads and facilitating the delivery of their tasks.
- Resolve complex problems using initiative, making recommendations to senior management and relevant stakeholders.
- Develop and implement solutions to ensure successful delivery within time, quality, and cost parameters, meeting stakeholder expectations.
- Conduct business analysis to address policy or organizational issues, supporting the Council’s priorities and improving services.
- Monitor progress, manage interdependencies, and ensure effective change management, providing regular reports on project delivery.
- Manage business analysis risks and issues, escalating as needed, and ensure effective communication with stakeholders.
Key Skills:
- Certification in business analysis (e.g., BCS, CBAP) or relevant payroll qualifications.
- Knowledge of local government payroll systems, policies, and procedures.
- Sound knowledge of LEAN and experience in leading change and re-engineering processes.
- Familiarity with project management methodologies such as Agile or Prince2.
- Proven experience in business analysis, with a focus on process mapping, process redesign, and implementing improvements on payroll systems and processes.
- Strong data analysis skills, including the ability to interpret payroll data, identify trends, and generate actionable insights.
- Excellent communication skills, with the ability to engage stakeholders and translate technical concepts into clear, actionable recommendations.
