Engagement Context
Intervention Workforce Solutions global consultancy partner is supporting a leading Asset Manager as it moves through a custodian transition and implements associated operational tooling.
As experienced members of the existing oversight teams move into the transition programme, this engagement provides BAU capacity to maintain operational service, governance and control throughout the 12-month implementation period.
This is a BAU oversight assignment.
Role Purpose
The Transfer Agency Oversight Consultant will provide experienced BAU oversight across retained and outsourced Transfer Agency services.
The consultant will protect investor and fund outcomes, maintain supplier performance, effective governance and a strong control environment while permanent team members support the custodian-transition programme.
The role combines hands-on operational oversight with proportionate continuous improvement and close coordination with the programme where changes affect BAU services.
Key Accountabilities
- Provide effective day-to-day oversight of retained and outsourced Transfer Agency services, protecting investor, fund, client and regulatory outcomes.
- Oversee investor dealing, registration, subscriptions, redemptions, switches, transfers, settlements, cash movements, distributions and investor servicing, ensuring applicable deadlines are met.
- Monitor operational performance, exceptions, aged items, breaches, errors, complaints, reconciliations and control outcomes; ensure material concerns are investigated, owned, escalated and resolved promptly.
- Maintain strong governance of Transfer Agents, fund administrators and other outsourced providers through service-review forums, performance challenge, action tracking and clear escalation routes.
- Monitor dependencies relating to AML, KYC, sanctions, financial-crime controls and investor eligibility, escalating risks or delays through the appropriate governance channels.
- Analyse service levels, KPIs, KRIs and operational-control indicators and produce accurate governance packs and monthly scorecards with clear commentary, trends and recommended actions.
- Support regulatory and internal-control compliance, AAF, audit and Financial Control Framework reviews; maintain functional maps and support independent control assessments.
- Work closely with Product, Distribution, Client Service, Operations, Risk, Compliance and providers to maintain service continuity and effective investor outcomes.
- Engage with the custodian-transition and tooling teams where programme decisions affect Transfer Agency services; support operational readiness, adoption and controlled handover into BAU oversight.
- Implement proportionate improvements to governance, controls, reporting, procedures and service delivery, while providing coaching and knowledge transfer to colleagues without disrupting BAU performance.
Expected Outcomes
- Stable and well-controlled Transfer Agency service throughout the 12-month transition period.
- Timely identification, escalation and resolution of service issues, breaches, complaints, errors, exceptions and aged items.
- Effective provider governance supported by accurate issue logs, action tracking, KPIs, KRIs and monthly scorecards.
- Complete and review-ready evidence for audit, AAF, control and regulatory-assurance activity.
- Updated functional maps, operating procedures and oversight documentation where required.
- Controlled adoption of relevant new tooling and processes into BAU oversight.
- Effective knowledge transfer and a clear handover at the conclusion of the assignment.
Experience and Knowledge
- Substantial Transfer Agency operations or oversight experience within asset management, investment management, fund administration, asset servicing or a comparable regulated financial-services environment.
- Strong knowledge of end-to-end Transfer Agency activity, investor dealing and servicing, including subscriptions, redemptions, switches, transfers, settlement, registration and distributions.
- Experience overseeing an outsourced Transfer Agent, fund administrator or comparable third-party service provider.
- Working knowledge of AML, KYC, sanctions and financial-crime-control dependencies within the investor lifecycle.
- Demonstrable experience managing operational issues, exceptions, breaches, errors, complaints, risks, controls and escalations.
- Strong understanding of operational governance, service-level management, KPIs, KRIs, management information and control reporting.
- Experience supporting audit, AAF, control-framework or regulatory-assurance reviews.
- Ability to interpret complex operational data, identify trends and communicate concise recommendations to senior stakeholders.
- Experience operating during a service-provider transition, fund migration, platform implementation or comparable period of operational change would be advantageous.
