TOM Design Lead (TPRM)

Our consultancy client is looking for an experienced TOM Design Lead who will be responsible for leading the design and implementation of the Target Operating Model (TOM) within a Third-Party Risk Management (TPRM) transformation programme for a major financial services client.

The role will ensure that procurement processes, operating procedures, roles, responsibilities, and governance structures are designed to support the future-state TPRM framework while aligning with business, risk, and regulatory requirements.

Working closely with programme workstreams, business stakeholders, procurement teams, risk functions, and change teams, the Design Lead will assess current-state processes, define future-state operating models, and drive process and procedural changes across the organisation.

The role requires a strong understanding of both risk and non-risk procurement activities and the ability to evaluate impacts across interconnected programme deliverables.

You will need extensive procurement experience, with deep knowledge of the end-to-end procurement and supplier lifecycle.

Proven experience designing and implementing Target Operating Models, operating frameworks, or large-scale process transformation initiatives.

Strong understanding of Third-Party Risk Management (TPRM), supplier governance, and vendor lifecycle management.

Experience working across both risk and non-risk procurement environments.

Demonstrated ability to understand complex programme landscapes and manage cross-workstream dependencies and impacts.

Experience leading process redesign, business transformation, and organisational change initiatives.

Strong experience documenting and governing Standard Operating Procedures (SOPs), policies, and process standards.

Ability to translate strategic objectives into practical operating model and process designs.

Experience working within large, complex, and highly regulated organisations.

Excellent stakeholder management, facilitation, and communication skills.

You will be on site 3 days a week and this role will be inside IR35.
