Technical Specialist – Fleet & Rolling Stock Strategy

Key Responsibilities

  • Develop and maintain a delivery plan for fleet strategy activities, ensuring key outputs are delivered to programme milestones.
  • Evaluate rolling stock scenarios and identify viable fleet options to support future train service specifications and operational requirements.
  • Design and apply qualitative and quantitative assessment frameworks to evaluate fleet options and support evidence-based decision making.
  • Undertake technical and strategic analysis of rolling stock solutions, producing clear recommendations for senior stakeholders.
  • Collaborate with financial specialists to develop and populate models covering rolling stock leasing, ownership and operating costs.
  • Support the development of wider depot, stabling, servicing and cleaning strategies, ensuring alignment with fleet recommendations.
  • Engage with internal and external stakeholders to maintain alignment, gather requirements and build support for strategic proposals.
  • Translate complex technical, operational and commercial considerations into coherent strategic recommendations.
  • Contribute to the production of technical notes, reports and strategy documentation to support programme decision making.

Deliverables

  • Delivery of key rolling stock strategy outputs.
  • Contribution to an overarching fleet strategy and associated technical documentation.
  • Development of option assessments, supporting analysis and strategic recommendations.
  • Stakeholder engagement and evidence gathering throughout the programme lifecycle.

Required Experience

  • Strong understanding of the UK rail industry structure, operating environment and stakeholder landscape.
  • Experience developing fleet, rolling stock, operational or transport strategies.
  • Demonstrable experience of complex, multi-criteria decision-making and option appraisal.
  • Experience working across multiple disciplines and influencing stakeholders within large infrastructure or transport programmes.
  • Ability to balance competing priorities and translate them into clear, deliverable strategic recommendations.
  • Excellent stakeholder management and communication skills.
  • Proven ability to work within complex multi-agency environments and influence outcomes across organisational boundaries.

Desirable

  • Experience of rolling stock procurement, leasing or fleet planning.
  • Knowledge of depot, stabling, servicing or maintenance strategies.
  • Experience working on major rail infrastructure or transformation programmes.
  • Familiarity with rail industry financial modelling and business case development.
