Summary: The Technical Specialist - Environmental (Retainer) role focuses on providing technical support and advice to enhance waste management and recycling initiatives in Libya, particularly in the Tripoli district. The position aims to contribute to improved environmental conditions and community resilience by promoting circular economy practices. The specialist will work closely with project teams and stakeholders to implement inclusive business models for plastic waste management. Key Responsibilities:
- Support the decision-making process of the Project Management Board by providing technical inputs and advice.
- Provide subject matter advice and guidance to the monitoring, evaluation, accountability, and learning efforts of the project team.
- Support the project team and key stakeholders in waste management and circular economy initiatives in Libya.
- Contribute to improved environmental conditions and community resilience in the Tripoli district.
- Pilot an inclusive and circular business model engaging communities, private businesses, and local authorities.
Key Skills:
- Master's degree in waste management, recycling, circular economy, or environmental management.
- 5 years of experience in municipal waste management, plastic recycling, or environmental management.
- Solid knowledge of waste management and recycling processes, particularly related to plastic waste.
- Knowledge of plastic recycling technologies and processes.
- Demonstrated technical advisory experience in plastic recycling and management.
- Fluency in English and basic knowledge of Arabic.

- Provide subject matter advice and guidance to the monitoring, evaluation, accountability, and learning efforts of the project team;
- Support the project team and key subject matter stakeholders, as well as other international organizations engaged in waste management/ circular economy initiatives in Libya.
IV. Impact of Results
The overall objective is to contribute to improved environmental conditions and community resilience in Tripoli district by paving the way for a decreased generation of plastic waste, reduced abandonment of waste in urban and natural environments and increased economic valorization of plastic waste. The specific objective is to pilot an inclusive and circular business model engaging communities, private businesses, and local authorities to promote collection, recycling and re-introduction of high-quality plastic that will be recycled into new products.
Education/Experience/Language requirements:

Education: A Master University degree preferably in an area such as waste management and recycling, plastic recycling technology, circular economy and/or environmental management
Experience: 5 years of experience working on matters related to municipal waste/ waste management, plastic recycling, circular economy and/or environment management Demonstrated solid knowledge of waste management and recycling processes, preferably with focus on plastic waste and private sector role, their links to circular economy and relevance to sustainable development is mandatory; Knowledge of plastic recycling technologies and processes is mandatory; Demonstrated Technical Advisory experience in plastic recycling and management
Language Requirements: Fluency in English is required and knowledge of Arabic (basic minimum)
