Summary: The Technical Programme Manager will play a crucial role in the ETMP Regeneration Programme, focusing on the migration of HMRC’s Enterprise Tax Management Platform from ECC6 to S/4HANA. This position involves extensive collaboration with programme directors and IT delivery leads to ensure effective planning, coordination, and delivery assurance. Key Responsibilities:

  • Help lead the development of detailed programme plans, timelines, and delivery roadmaps.
  • Act as a trusted delivery partner to senior leaders, providing hands-on support in managing dependencies, risks, and milestones across workstreams.
  • Coordinate the technical delivery of the S/4HANA migration, ensuring alignment with architectural standards and delivery best practices.
  • Facilitate clear, timely communication between technical teams, programme leadership, and business stakeholders.
  • Contribute to the maintenance of governance structures, reporting frameworks, and performance dashboards to support informed decision-making.
  • Support the review of supplier proposals, manage delivery expectations, and ensure third-party contributions align with programme objectives.

We are seeking a delivery-focused Technical Programme Manager to play a pivotal role in supporting programme directors and IT delivery leads in the successful execution of the ETMP Regeneration Programme—an ambitious transformation initiative to migrate HMRC’s Enterprise Tax Management Platform (ETMP) from ECC6 to S/4HANA. This role is central to enabling effective planning, coordination, and delivery assurance across a complex, high-impact programme that underpins HMRC’s core tax accounting and payment systems.

Key Responsibilities:

  • Programme Planning & Coordination: Help lead the development of detailed programme plans, timelines, and delivery roadmaps. Work closely with programme directors IT delivery leads, PMO and technical teams to ensure plans are realistic, aligned, and proactively managed
  • Delivery Support: Act as a trusted delivery partner to senior leaders, providing hands-on support in managing dependencies, risks, and milestones across workstreams
  • S/4HANA Migration Oversight: Coordinate the technical delivery of the S/4HANA migration, ensuring alignment with architectural standards and delivery best practices
  • Stakeholder Engagement: Facilitate clear, timely communication between technical teams, programme leadership, and business stakeholders. Translate complex technical issues into easy to understand, actionable insights
  • Governance & Reporting: Contribute to the maintenance of governance structures, reporting frameworks, and performance dashboards to support informed decision-making

Essential Criteria:

  • S/4HANA Migration Experience: Proven experience leading the delivery of S/4HANA migrations, including ECC6 transition planning and execution
  • Programme Delivery Expertise: Strong track record of leading large-scale, complex technology programmes in multi-stakeholder environments
  • Planning & Execution Skills: Demonstrated ability to develop and manage detailed delivery plans, track progress, and resolve delivery challenges
  • SAP Ecosystem Knowledge: Familiarity with ECC6, S/4HANA, BW/4HANA, SAP BTP, Integration Suite, and RISE with SAP
  • Cloud & Hosting Models: Understanding of SaaS, PaaS, and hybrid hosting models, including integration, networking, and security considerations
