We are looking for an experienced Target Operating Model Specialist with active SC Clearance to join a Central Government Client.
This is a high-profile role, you will support the development and implementation of two Target Operating Models.
The successful candidate will work closely with senior stakeholders to design future-state operating models, facilitate workshops, develop artefacts and drive consensus across complex organisational boundaries.
Candidate Profile
- Consulting background (Big 4, boutique consultancy or transformation consultancy)
- Strong experience designing operating models within technology, cyber security, digital, product or transformation organisations
- Excellent workshop facilitation, stakeholder management and problem-solving skills
- Can work independently in ambiguous environments
- Pragmatic, delivery-focused and comfortable working at pace
- Strong PowerPoint, analysis and documentation skills
Responsibilities/Outcomes
- Lead discovery and operating model design activities
- Facilitate workshops across estate and partner organisation
- Develop Current State, Future State and Transition State models
- Define governance, accountability and decision-making structures
- Develop service ownership, product management and supplier management models
- Define people, process, technology, governance and data component
- Support business case narrative, benefits and implementation planning
- Challenge assumptions and identify opportunities for simplification and automation
- Approved TOM
- Agreed operating model direction
- Clear ownership and accountability model

- Implementation-ready operating model artefacts
- Stronger governance and decision-making capability
