Summary: The Strategic Finance Manager (Capital) role involves working with a Local Authority in South West London on an interim basis to develop the council's financial strategy. The position requires a qualified accountant with experience in local government corporate finance, focusing on capital projects and financial advice. Key Responsibilities:
- Development and coordination of the capital programme, monitoring costs/delivery, and providing financial advice and support on capital projects.
- Providing robust methodology for calculating "no detriment" allocation of (part) HRA receipts to the GF where applicable.
- Development of the Capital Strategy and coordination of the Council's Capital Board.
- Management of Capital Grants/S106/S278, ensuring alignment with budgetary assumptions on a scheme-by-scheme basis and proper allocation arrangements.
