Summary: The Strategic Clinical Development Manager will lead the development and implementation of comprehensive Models of Care at Voyage Care, ensuring they are clinically robust and aligned with strategic objectives. This senior role requires collaboration with various stakeholders to translate clinical ambitions into practical frameworks that support quality outcomes and sustainable growth. The position is home-based with extensive national travel and is offered as a fixed-term contract for six months. The ideal candidate will possess strong clinical expertise and project management skills to drive service development and improvement.

Key Responsibilities:

  • Lead the development of comprehensive, operational Models of Care across priority service lines, including neuro-focused and complex care services
  • Translate high-level model summaries into detailed frameworks supported by SOPs, assessment tools, training requirements and governance arrangements
  • Ensure Models of Care clearly define expectations for care delivery, staffing, environments, outcomes, training and quality assurance
  • Integrate specialist clinical and sector expertise into agreed models
  • Identify and embed evidence-based assessment tools, outcome measures, risk assessments and support planning templates
  • Define the clinical approaches and specialist skills required to deliver each Model of Care
  • Complete training gap analyses and support future workforce development strategies
  • Develop plans for piloting, testing and phased implementation across selected services
  • Lead evaluation and review activity to support continuous improvement and assurance
  • Produce evidence-based content to support internal communication and external marketing as required
  • Provide progress updates and assurance reports to senior leaders

Key Skills:

  • Significant professional knowledge of health and/or social care service delivery and quality improvement
  • Strong understanding of evidence-based practice, assessment, outcomes measurement and governance
  • Proven experience in clinical development, service design or quality improvement
  • Experience developing policies, procedures or SOPs within complex care environments
  • Strong project management skills with the ability to manage multiple workstreams
  • Excellent written communication skills and high attention to detail
  • Ability to work autonomously, prioritise effectively and deliver at pace
  • Experience developing or implementing Models of Care or service frameworks (desirable)
  • Background in learning disability, autism, neuro-behavioural or acquired brain injury services (desirable)
  • Experience supporting service growth, transformation or scale-up (desirable)
  • Experience with digital care planning systems (e.g. Nourish) (desirable)
  • Experience contributing to evidence-based business development or marketing materials (desirable)

Voyage Care is seeking an experienced Strategic Clinical Development Manager to play a pivotal role in shaping and embedding our priority Models of Care across the organisation. This is a high-impact, senior-facing role where you’ll translate strategic clinical ambition into practical, evidence-based frameworks that can be consistently delivered across services, supporting both quality outcomes and sustainable growth.

About the Role
Reporting to the Head of Practice Development , you’ll lead the development, implementation and evaluation of Voyage Care’s Models of Care, ensuring they are clinically robust, operationally deliverable and aligned to our strategic objectives. You’ll work collaboratively with senior stakeholders across Quality, Operations, Clinical, Learning & Development, Digital and Commercial teams.

Key Responsibilities

  • Lead the development of comprehensive, operational Models of Care across priority service lines, including neuro-focused and complex care services
  • Translate high-level model summaries into detailed frameworks supported by SOPs, assessment tools, training requirements and governance arrangements
