Summary: The Senior Capital Projects Manager will lead the development and mobilisation of a Primary Schools Improvement Programme for 2026, overseeing approximately 20 projects with a combined value of around £4m. The role emphasizes programme planning, stakeholder engagement, and ensuring projects are ready for delivery. The position requires a strong background in capital programme delivery within the education sector. This is a hybrid role based in Merseyside with a minimum contract duration of three months.
Key Responsibilities:
- Develop a robust prioritisation methodology using Asset Management Plan data and building condition surveys
- Shape and define the 2026 programme of works in line with available and anticipated budgets
- Prepare and coordinate a Cabinet-level report with recommendations for programme approval
- Manage a Senior Project Manager and an external term consultant to deliver design and tender packages
- Provide strategic advice and support to schools on asset management responsibilities
- Identify and help secure funding opportunities to maximise capital investment
- Support education-led delivery proposals and approve grant payments where required
- Provide wider advice on procurement and delivery to colleagues and stakeholders
Key Skills:
- Relevant built environment qualification such as architecture, building surveying, engineering or similar
- Construction industry project management qualification such as RICS or equivalent
- Strong track record delivering capital programmes within the education sector
- Experience delivering projects to tight timescales aligned with school operational constraints
- In-depth understanding of public sector processes, governance and funding
- Working knowledge of Department for Education guidance and Building Bulletins
- Highly effective communicator with the ability to manage complex stakeholder environments
