Summary: The Senior Project Manager will oversee the planning, execution, and delivery of complex ICT systems and transformation projects within the healthcare sector in Northern Ireland. This role involves collaboration with various stakeholders and the application of best-practice methodologies to achieve successful outcomes. The position is temporary, expected to last for 3 months with a possible extension. The role is based in Belfast and requires a strong background in project management, particularly in ICT projects.
Key Responsibilities:
- Lead and manage the delivery of high-value and complex ICT projects from initiation through closure, ensuring delivery on time, within scope, and budget.
- Engage collaboratively with stakeholders and customers to assess business needs and define ICT strategies and implementation plans.
- Identify and evaluate innovative technology solutions that align with organizational goals and contribute to digital transformation.
- Oversee risk management, business case development, procurement planning, and implementation strategies.
- Maintain oversight of project lifecycle documentation, governance, compliance with PRINCE2, and BSO PPM standards.
- Coordinate with legal and procurement advisors on contract negotiations and delivery models.
- Track project performance using tools such as Project Vision and ensure transparent reporting via Highlight Reports, End-Stage Assessments, and Post-Project Evaluations.
- Manage project resources and administration, including financial forecasting and budgetary control of capital and revenue spend.
- Develop strong working relationships with customers, internal ITS teams, external suppliers, and other public sector partners.
- Represent the project/programme in multi-agency forums, aligning deliverables with wider HSC or non-HSC initiatives.
- Support business readiness and change adoption to ensure successful embedding of new capabilities and systems.
Key Skills:
- A university degree/professional qualification and a minimum of 3 years’ experience in a project management role within a major organisation; OR at least 5 years' relevant project management experience within a major organisation.
- Proven experience leading an ICT project >£100,000 OR managing a complex workstream within a project/programme >£5 million.
- Minimum of 3 years’ experience managing a team.
- Possession of a project management qualification (e.g., PRINCE2, MSP, PMP, or equivalent).
- A full, valid UK driving licence and access to a car (reasonable adjustments made for applicants with a disability).
- Demonstrated ability to lead change initiatives in complex environments.
- Proven success engaging diverse stakeholders to achieve collaborative outcomes.
- Strong verbal and written communication skills, with the ability to present to senior audiences.
- Broad technical knowledge and awareness of emerging ICT trends and developments.
