Summary: The Senior Programme Manager [Terrorism Financing Investigation Expert] will provide high-level technical expertise to assist Member States in enhancing their capabilities for effective investigations into terrorism financing. This role involves conducting assessments, designing technical assistance activities, and offering mentorship to national entities. The position emphasizes the integration of human rights and rule of law in investigations while preparing various substantive outputs. The candidate is expected to have significant experience in law enforcement and terrorism-related investigations.

Key Responsibilities:

  • Conduct missions and consultations with Member States to assess capacity-building needs for terrorism financing investigations.
  • Design and deliver technical assistance activities, including capacity-building and evaluation of needs in financial investigations.
  • Provide technical advice for building fictitious cases and conducting exercises for compliant investigations.
  • Offer high-level advisory and mentorship services to strengthen management and operational capabilities of national entities.
  • Develop recommendations for improving case management, inter-agency coordination, and legal texts.
  • Prepare high-quality written outputs, including analyses, presentations, and training materials.
  • Ensure integration of human rights issues and gender perspectives in all work.

Key Skills:

  • Advanced University Degree (Master’s or equivalent) in International Law, Law, Public Affairs, or related field.
  • Ten years of relevant experience in law enforcement and investigating terrorism-related cases.
  • Experience in investigating digital payments, including virtual assets.
  • Experience in delivering capacity-building activities on rule of law-based investigations.
  • Fluency in English (oral and written); knowledge of additional languages is desirable.
  • Experience working internationally with law enforcement/security organizations.
  • Ability to design and provide technical assistance to diverse audiences.
