Summary: The Interim Senior Programme Manager for Children’s Social Care will lead and oversee complex transformation programmes focused on Children’s Social Care and Additional Needs and Disabilities. This role requires managing multifaceted programmes to ensure timely delivery, budget adherence, and measurable benefits while collaborating with diverse stakeholders. The position is for a duration of 3 months and requires a DBS disclosure. The role is based in Reigate and operates within normal working hours, Monday to Friday.
Key Responsibilities:
- Lead the design, execution, and delivery of complex transformation programmes, ensuring alignment with the Council's strategic priorities and applying subject matter expertise for impactful outcomes.
- Develop and secure approval for business cases and change requests, ensuring alignment with the Council's sustainability and community empowerment objectives.
- Provide critical updates and strategic insights to Programme Boards, ensuring progress is on track and aligned with the Council's overarching goals.
- Oversee programme budgets, ensuring effective resource allocation to drive economic resilience and sustainable growth.
- Manage cross-programme dependencies, risks, and issues, ensuring strategic coherence and seamless delivery to meet the Council's service standards and objectives.
Key Skills:
- Appropriate professional programme management qualification (such as Prince2, APM or MSP) or equivalent experience.
- Substantial knowledge and expertise within a specialist area of local government e.g. children's social care.
- Expertise in programme management methodologies (e.g., PRINCE2, MSP) and managing multidisciplinary project teams.
- Substantial experience leading and implementing complex, multifaceted transformation programmes at this level.
- Proven track record of leading large-scale, complex programmes within the public or social care sector, including successful delivery within agreed timelines, budgets, and objectives.
- Strong leadership skills, with experience in leading diverse teams and managing complex stakeholder relationships, including senior leaders, external partners, and service users.
- Excellent problem-solving skills to navigate complex challenges and deliver impactful solutions in the context of Children’s Social Care.
