Job Title: Senior Procurement Specialist

Location: HM Naval Base, Portsmouth (HMNBP)

Service Area: Commercial - Supply Chain

Hours of Work: 37 Per week

What You’ll be doing:

KBS Maritime are recruiting a Senior Procurement Specialist within the Supply Chain Function. The successful candidate will be responsible for the end-to-end Procurement processes from the creation or a Sourcing and Procurement strategy to contract placement and through life contract management, in line with Public Sector Principles for a wide range of disciplines, including Hard Facilities Management, Specialist Systems, and Compliance activity. As part of the Supply Chain Team, including a minimum of one direct report, successful delivery of functional objectives, this role involves developing, aligning and implementing Procurement strategies, processes and procedures aligned to business objectives to deliver best value, drive down sub-contract spend, transactional workload and raise the Supply Chain profile within the core delivery area of KBS Maritime. The Senior Procurement Specialist will also be responsible for identifying and driving efficiencies by implementing Supply Chain strategies, work instructions, and processes, while continuously seeking improvements and driving contract best value. Working closely internal stakeholders and building supplier relationships to ensure the best outcome for the delivery of services to the Naval Base.

You’ll Have:

An excellent understanding of the procurement process and practices from creation of a sourcing strategy through to execution and delivery, and an understanding and experience in supporting the full lifecycle of contract management for procurement systems suppliers. As you’ll collaborate with identified internal stakeholders to understand the business requirements required to shape the Procurement Strategy creation and implementation, public sector procurement tendering experience in Hard FM / Construction / Systems, experience of Maritime Services is an advantage but not essential, along with excellent people management ability.

About you:

You’ll hold a CIPS Level 5 qualification in Procurement and Supply Chain (or possess equivalent experience), along with a strong aptitude for flexibility—able to adapt effectively to change and uncertainty while delivering value and meeting evolving needs, and you’ll be confident in building relationships through positive engagement and collaboration. Equally important is your ability to communicate and influence across a range of styles—whether passionate, empathetic, assertive, or reflective. You’ll take ownership of your actions, set clear priorities, and offer support where needed to drive outcomes and foster a productive environment.
