Summary: The Senior Procurement Officer will play a crucial role in a Procurement team within a medium-sized not-for-profit organization in Leicester. This position requires strategic thinking and proactive management of procurement processes, including high-value, mid-value, and low-value procurements. The officer will also engage stakeholders, conduct market research, and ensure compliance with procurement regulations. The role offers a competitive salary and a hybrid working arrangement.
Key Responsibilities:
- Support the creation and implementation of innovative, value-driven procurement strategies.
- Manage full lifecycle of high-value procurements (over £200k) ensuring legal compliance and strategic outcomes.
- Oversee compliant procurement processes for mid-value procurements (£25k - £200k) across multiple categories and teams.
- Provide expert support and advice for low-value procurements (under £25k) as a trusted procurement partner.
- Conduct market research to inform commercial decisions regarding markets, trends, and suppliers.
- Build strong relationships with suppliers and internal teams to align goals and manage risk.
- Maintain oversight of the procurement pipeline, ensuring compliance and early risk identification.
- Handle contract awards, documentation, and supplier onboarding in line with policy.
- Attend industry events and contribute to continuous improvement and wider procurement activities.
Key Skills:
- Minimum of 2 years experience in Public Sector Procurement.
- Experience in leading large-scale procurement projects across various categories.
- High-level knowledge of e-procurement portals and P2P systems.
- Understanding of Public Contracts Regulations and Procurement Bill 2023 and Procurement Act 2024.
- Strong negotiation and strategic thinking skills.
