Summary: The Senior Procurement Officer will lead strategic and operational procurement initiatives within Children’s Services and Public Health, ensuring compliance with relevant regulations while delivering value for money and social value. This role involves managing high-value procurement projects, providing expert advice to stakeholders, and promoting continuous improvement in procurement practices. The position requires strong negotiation skills and the ability to analyze market intelligence for effective decision-making.

Key Responsibilities:

  • Lead and deliver high-value and high-risk procurement and commissioning projects within Children’s & Public Health.
  • Prepare and manage procurement activity plans ensuring proactive and compliant delivery.
  • Develop and implement category and sub-category strategies aligned to service objectives.
  • Ensure full compliance with the Procurement Act 2023, Procurement Regulations 2024 and local Contract Procedure Rules.
  • Provide expert procurement advice to senior stakeholders across Children’s Services and Public Health.
  • Lead commercial negotiations to secure value for money and improved service outcomes.
  • Analyse spend and market intelligence to identify efficiencies, risks and opportunities.
  • Lead or support strategic contract management ensuring supplier performance and compliance.
  • Promote innovation, collaboration and continuous improvement in procurement practices.

Key Skills:

  • Must hold a valid TPP Certification.
  • Current and demonstrable experience in Children’s & Public Health procurement within the public sector.
  • Working knowledge and active application of the Procurement Act 2023 and Procurement Regulations 2024.
  • Substantial experience delivering complex procurement and commissioning activity.
  • Strong commercial, negotiation and stakeholder management skills.
  • Ability to manage multiple priorities and deliver under pressure.
  • Strong ICT skills including use of procurement and financial management systems.
  • Local authority experience within Children’s Services or Public Health (desirable).
  • Experience delivering social value through procurement (desirable).
  • Experience of collaborative procurement across public sector organisations (desirable).

Role Purpose

The Senior Procurement Officer will provide strategic and operational procurement leadership across Children’s Services and Public Health.
