Summary: The Senior Data Analyst role focuses on supporting the data analytical needs for the Unitisation programme, which is crucial for organisational transformation projects. The analyst will collaborate with the Unitisation lead to analyze the council's workforce data, including costs, using large fragmented Excel workbooks. The position requires strong data cleaning, consolidation, and visualization skills, particularly with Power BI and Excel. This is a 3-month initial contract based in Bradford.
Key Responsibilities:
- Work alongside the Unitisation lead and service managers to interpret specifications derived from functional and structural analysis.
- Clean, standardise, and consolidate data from multiple spreadsheets and sources such as organisational charts, establishment list, salaries list, cost codes, tiers, roles.
- Update figures of insights in presentation slides produced by Unitisation Lead.
- Develop and manage Excel-based models to map job roles to tiers and levels.
- Calculate total salary costs by unit/function/team - department and service levels.
- Support with accurate data modelling scenarios (e.g., change in structure, team moves, cost reduction options).
- Identify gaps, duplications, fragmentations and anomalies in the current workforce structure.
- Undertake thorough due diligence and validation.
- Prepare summary tables, charts, and dashboards to present findings to the Unitisation lead and some stakeholders, quickly respond to data queries, use Power BI for large data visualisation, maintain version control and documentation for all datasets, models, and outputs.

The role:
This role is designed to support the data analytical needs for the Unitisation programme baseline work, which is fundamental to organisational transformation projects. The analyst will be working directly with the Unitisation lead, analysing the current council wide workforce (functionally and structurally) including costs. The datasets involved are typically large fragmented excel workbooks.
