Summary: The Senior Business Analyst will play a crucial role in a public sector initiative aimed at enhancing employment outcomes and promoting inclusive economic growth in the UK. This hybrid contract position in Leeds involves working closely with agile, multi-disciplinary teams to develop data-driven services that support adults in accessing better job opportunities. The role requires translating user needs into effective product development while utilizing Agile methodologies to foster innovative solutions. The position also includes mentoring junior analysts and engaging with various stakeholders to ensure alignment on project outcomes.

Key Responsibilities:

  • Take functional ownership of service vision elements and convert them into user-informed business processes.
  • Lead workshops, interviews, and user research activities to uncover and document business needs.
  • Create epics, features, user stories, and acceptance criteria using best practice formats (e.g., “as a...”, “GIVEN, WHEN, THEN”).
  • Work closely with stakeholders across policy, strategy, operations, and change teams to align on outcomes.
  • Influence service design across both digital platforms and operational delivery models.
  • Mentor junior BAs and contribute actively to the BA community of practice.

Key Skills:

  • Significant experience in large-scale, complex digital transformation programmes.
  • Strong command of Agile principles, with the ability to embed and advocate these practices.
  • Exceptional stakeholder engagement and communication skills across technical and non-technical teams.
  • Proficiency in business process modelling, requirements gathering, and test scenario development.
  • Experience supporting business case development and cost/benefit analysis.
  • A solid understanding of software development lifecycles and service design approaches.

We’re looking for a Senior Business Analyst to join a ground-breaking public sector initiative designed to improve employment outcomes and drive inclusive economic growth across the UK. This is a contract role based in Leeds , with 2 days per week in the office . Length: 12 months Day rate: £425/day (Inside IR35) Must have previous experience working within the public sector

We're forming two new agile, multi-disciplinary teams to deliver data-driven, citizen-centric services supporting adults to access higher-quality, higher-paid, and more productive work . This work is at the heart of a broader national effort to reduce unemployment and tackle regional inequality.

The Role: Senior Business Analyst

As a Senior BA, you’ll help translate user needs into meaningful product development, shaping services used by people across the country. Working in a complex “system of systems” environment, you’ll use Agile methodologies to drive forward research-informed, test-and-learn solutions.
