Summary: The SEND Transformation Lead is responsible for driving improvements in statutory SEND services, focusing on implementing new structures and enhancing performance outcomes for children and young people with SEND. This role requires strong leadership in managing change, refining policies, and fostering collaboration across teams. The position is critical for ensuring compliance and quality assurance within the SEND framework. The ideal candidate will possess extensive experience in SEND services and a proactive approach to problem-solving.

Key Responsibilities:

  • Take the lead in implementing and embedding newly restructured SEND teams, ensuring clarity, consistency, and confidence across roles and workflows
  • Support managers and frontline staff through change, helping teams adapt quickly and effectively
  • Act as the key link across teams and leadership, keeping transformation activity aligned and on track
  • Review and refine policies, procedures, and operating models to drive consistency and compliance
  • Strengthen quality assurance across EHCP processes, improving decision-making, timeliness, and outcomes
  • Provide expert guidance on complex statutory casework, turning insight into service improvement
  • Use data intelligently to identify challenges, track progress, and drive performance
  • Build a culture of accountability, collaboration, and continuous improvement
  • Tackle barriers head-on, using practical problem-solving to keep transformation moving
  • Contribute to wider SEND improvement activity, including inspection readiness and service development

Key Skills:

  • Strong experience within SEND services, with deep knowledge of statutory processes
  • A proven track record of leading or supporting service transformation and restructure
  • Confidence in managing change in complex environments — and making it stick
  • Solid understanding of SEND legislation and statutory responsibilities
  • Experience developing and embedding policies, processes, and quality frameworks
  • Ability to turn data into action and drive measurable improvement
  • Excellent communication and influencing skills across all levels
  • A proactive, solutions-focused mindset with strong problem-solving ability
  • Bonus if you have experience improving EHCP processes or annual reviews
  • Knowledge of inspection frameworks and service standards
  • Background in collaborative service design or co-production
  • Project or programme management experience
