Summary: The Sectoral Adviser (SEO) for Essential Services and Aid Delivery at the FCDO is responsible for providing coherent advice and analysis on aid delivery mechanisms in Afghanistan, focusing on essential services such as health and education. The role requires engagement with in-country stakeholders and Afghan civil society, particularly in promoting gender inclusion. This position is hybrid, requiring part-time work in London for a 12-month contract, and is classified as inside IR35.

Key Responsibilities:

  • Provide coherent advice based on political economy analysis for effective interactions with in-country stakeholders for essential services delivery.
  • Analyze and advise on aid programme delivery issues in Afghanistan, including humanitarian programming and gender dynamics.
  • Support engagement with Afghan civil society and national NGOs, emphasizing the inclusion of Afghan women’s voices in UK policy.

Key Skills:

  • Experience and understanding of humanitarian and essential services aid delivery mechanisms in Afghanistan.
  • Understanding of aid coordination and delivery mechanisms in Afghanistan.
  • In-depth understanding of the workings of Afghan line ministries.
  • Ability to produce rapid bespoke analysis under tight deadlines.
  • Experience working with HMG and international partners in Afghanistan.
  • Strong written and verbal communication skills.
  • Understanding of gender and inclusion dynamics within aid delivery in Afghanistan.
  • Dari or Pashto language skills (desirable to have both).
