We are looking for an experienced SC/NPPV3 Cleared Programme Manager to support a major public-sector transition and transformation programme within a complex operational environment involving multiple organisations and service providers.
The programme brings together ERP, resource management and Business Process Outsourcing (BPO) services, alongside a significant technology transformation. This includes supporting an existing Oracle E-Business Suite environment and the transition towards a new Oracle Fusion Cloud SaaS architecture.
You will play a key role in coordinating programme delivery across multiple suppliers, technology partners and business stakeholders, ensuring that complex transition activities, integrations and service delivery commitments are effectively managed.
This is an excellent opportunity for someone with experience in large-scale BPO programmes, Oracle transformation, multi-vendor delivery and public-sector environments.
Key Responsibilities
- Lead and manage integrated programme plans, ensuring delivery against agreed milestones, budgets and timelines.
- Manage third-party SaaS vendors and multi-supplier delivery, acting as the prime contractor/master vendor interface.
- Coordinate complex transition and transformation activities across multiple suppliers and workstreams.
- Oversee programme dependencies, risks, issues, scope and change control.
- Manage relationships with senior stakeholders, operational users, technology vendors and delivery partners.
- Support programme governance, resource planning and allocation.
- Monitor supplier performance, contractual milestones and delivery commitments.
- Maintain programme documentation, integrated plans and regular status reporting.
- Identify delivery risks and drive appropriate mitigation and rectification plans.
- Provide clear programme visibility and support effective decision-making across the delivery environment.
Essential Experience
- Significant experience in BPO programme delivery, ideally within the public sector.
- Proven experience managing large-scale, multi-supplier programmes and third-party vendors.
- Experience managing SaaS technology vendors as a prime contractor or master vendor.
- Strong programme and project management experience, particularly across transition and transformation.
- Experience working with complex ERP, HCM or enterprise technology environments.
- Knowledge of Oracle E-Business Suite, Oracle Fusion Cloud, Oracle HCM and/or Oracle Integration Cloud (OIC), or equivalent enterprise platforms.
- Experience with systems integration and coordinating technology delivery across multiple suppliers.
- Strong stakeholder management skills, including senior-level client and supplier engagement.
- Experience with programme planning, governance, commercial management, risks and change control.
- Typically 8+ years' relevant industry experience, including at least 3 years in a similar programme management role.
- Current NPPV3 clearance is required.
- Sole UK nationality is required

- Experience within policing, law enforcement, blue-light services or other 24/7 operational environments.
- Workforce management, rostering, scheduling or operational resource management solutions.
- Oracle E-Business Suite to Oracle Fusion Cloud transformation.
- Oracle HCM and OIC integrations.
- SAFe/Agile delivery and PI planning.
- Experience working with software product vendors and their release cycles.
- PMP, PgMP or equivalent programme/project management qualifications.
