Summary: The SC-Cleared PMO Lead role involves establishing and leading a Project Management Office (PMO) for a Private Cloud delivery programme in Corsham. The position requires developing a hybrid governance framework that integrates waterfall and SAFe methodologies, ensuring effective project management and delivery. The PMO Lead will engage with stakeholders, manage resources, and drive continuous improvement initiatives. This is a full-time contract position with an inside IR35 status.
Key Responsibilities:
- Establish and lead the PMO, defining its structure, processes, and tools to support the programme’s objectives.
- Develop and implement a hybrid governance framework that combines waterfall and SAFe methodologies to ensure effective project management and delivery.
- Engage with key stakeholders to understand their requirements and ensure alignment with the programme’s goals.
- Create and maintain comprehensive reporting mechanisms to track progress, identify risks, and ensure transparency.
- Oversee resource allocation and capacity planning to ensure the programme is adequately staffed and resourced.
- Identify, assess, and mitigate risks to ensure the programme remains on track.
- Drive continuous improvement initiatives to enhance the efficiency and effectiveness of the PMO.
- Build and lead a small but skilled team to establish and maintain control of a high priority digital programme.
Key Skills:
- Proven experience in setting up and leading a PMO, preferably in Defence Digital.
- Deep understanding of Defence processes, and specifically, Defence Digital, including but not limited to, the PCR (now SPR) funding process, approvals (HMT Green Book) and the Defence Digital operating model (Service Executive Model & the role of an Enabling Organisation within the MOD).
- Strong understanding of both waterfall and SAFe methodologies.
- Excellent stakeholder management and communication skills.
- Ability to develop and implement governance frameworks.
- Strong analytical and problem-solving skills.
- Relevant certifications (e.g., APM PMQ, MSP, PP&C, SAFe Agilist) are a plus.
