Summary: The Repairs, Investment & Compliance Officer role involves providing professional landlord assurance services, managing investment programs, and ensuring compliance with technical standards in Glasgow. Key Responsibilities:

  • Provide a full professional and technical Landlord Assurance service.
  • Assist in planning and developing local investment programmes and asset management initiatives.
  • Deliver a rolling investment and landlord compliance works programme.
  • Conduct investigations and audits into assets for compliance assurance.
  • Carry out visits of responsive, void, and cyclical repairs services.
  • Prepare remedial work instructions for identified poor quality workmanship.
  • Investigate and action customer complaints and public liability claims.
  • Co-operate with the introduction of new procedures and technology.
  • Represent at committees, residents groups, and stakeholder meetings.
  • Manage and monitor planned capital and cyclical maintenance programmes.
  • Understand obligations within Subsidiary Business Plans and assist in formulating investment plans.
  • Manage all aspects of individual projects from planning to completion.
  • Carry out VFM evaluation of all capital projects prior to implementation.
  • Conduct regular on-site visits of investment and compliance projects.
  • Ensure detailed project information is recorded through management information systems.
  • Measure and ensure delivery of Key Performance indicators for investment programmes.
  • Participate in site visits and act upon customer feedback.
  • Input contract information onto management systems in a timely manner.
  • Minimise risk by ensuring projects meet contract standards.
  • Provide professional technical advice to frontline teams.
  • Assist in disseminating knowledge within the Repairs, Investment and Compliance Service team.
  • Support the development of RICO Graduate trainees.
  • Comply with Health & Safety procedures and corporate requirements.
  • Act ethically and with integrity while promoting the business plan.
  • Deliver value for money on all outputs and meet cost reduction targets.

  • Experience in developing and implementing project outcomes.

Detailed Description From Employer:

Venesky-Brown’s client, an organisation in Glasgow, is currently looking to recruit a Repairs, Investment & Compliance Officer for a rolling contract on a rate of £25.29/hour (PAYE).

Responsibilities:

  • Provide a full professional and technical Landlord Assurance service within your day to day function, liaising with all relevant group services at a variety of levels to ensure the effective management of our assets and provide a customer focussed service to the highest standard
  • Assist in the planning and development of local investment programmes and asset management initiatives that will protect and enhance our local assets and sustain our local communities
  • Deliver a rolling investment and landlord compliance works programme to enhance and sustain our neighbourhoods. Ensure projects are delivered effectively to the customers’ satisfaction on-time, to the correct quality, within budget and to the appropriate technical standards
  • Conduct investigations and audits into our assets as determined by or agreed with the relevant Joint Venture Asset Manager, in particular to provide re-assurance to the group business around materials and specifications that are being used are compliant and fit for purpose.
  • Carry out visits of our responsive, void and cyclical repairs service to give assurance to the business on compliance and that the agreed service level criteria is being met.
  • Prepare remedial work instructions where poor quality workmanship is identified and update Iworld with findings indicating, if applicable, any financial adjustments. Follow up on rectification of such remedial works to ensure corrective action is satisfactory
  • Investigate and action customer complaints, enquiries and public liability claims made against the group as part of the groups Customer Complaints Procedure
  • Co-operate with the introduction of new procedures and/or new equipment/technology
  • Undertake any other duties appropriate to this post and in line with any future needs of the organisation as directed by the relevant Joint Venture Asset Manager
  • Represent at committees, residents groups, C.OE.’s and any other stakeholder meetings
  • Deliver, manage and monitor our planned capital and cyclical maintenance programme including locality area projects
  • Fully understand the obligations and constraints within Subsidiary Business Plans and assist in formulating the 5-year investment plans and projects, which reflect local priorities within the context of the local area
  • Manage all aspects of individual projects from end to end, from initial planning and consultation through to completion and final account, ensuring accurate scoping of works, effective implementation and monitoring to ensure delivery of outcomes for customers
  • Carry out VFM evaluation of all capital projects prior to implementation. Agree final project value and spend/output profiles, reviewing expenditure against outputs to ensure value for money on a monthly basis
  • Carry out regular on site visits of investment and compliance projects and implement necessary interventions in line with standard procedures to maintain the delivery of each project. Meet regularly with stakeholders or any other constructors to evaluate performance, identify areas of concern and of ‘best practice’ and implement actions required to maintain and improve the outcome of projects
  • Ensure detailed project and programme information is recorded through PIMSS Iworld or other management information systems
  • Measure, record and ensure delivery of Key Performance indicators for all investment programmes and promote the achievement of quality targets
  • Actively participate in visits to sites and record and act upon any customer feedback
  • Input contract information onto PIMSS, Iworld or other management information systems in a timely manner to ensure compliance events are recorded and up to date
  • Minimise risk to the business by ensuring projects are delivered to the standard detailed in any respective contract documents, for capital, maintenance and revenue works in respect of materials and workmanship
  • Fully understand the detail relating to the specifications contained in any contract documents for the capital, cyclical maintenance and revenue programmes. Maintain and update that knowledge and understanding as required
  • Provide professional and consistent technical advice to group frontline teams with respect to investment, compliance and cyclical maintenance programmes
  • Proactively assist in the dissemination of knowledge and experience throughout the Repairs, Investment and Compliance Service team as appropriate
  • Support the development of RICO Graduate trainees
  • Compliance with Health & Safety procedures
