Summary: The Unifier and Web Services Administrator will maintain and support Oracle Primavera Unifier and assist with the development of a new web application for the Department of Finance and Administration. The role requires extensive knowledge of various programming languages and frameworks, as well as collaboration with existing staff and contractors. Key responsibilities include managing existing business processes and providing user support. Key Responsibilities:

  • Maintain and support Oracle Primavera Unifier Version 26.6 and higher.
  • Make changes to existing business processes, data views, user-defined reports, and BI custom prints.
  • Identify configuration defects and assist application administrators with user support.
  • Maintain existing ASP code for the reservations portal and project listing web pages.
  • Support existing staff with administration and maintenance of Oracle Primavera Unifier.
  • Create a new web application for the existing reservation system integrated with Primavera Unifier.
  • Collaborate with staff and contractors, ensuring effective communication and flexibility.

Key Skills:

  • Four-year degree in Computer Science, Information Technology, or related field.
  • Seven years of direct experience with Oracle Primavera Unifier (Version 26 experience required).
  • Seven years of experience creating applications in multiple programming languages.
  • Five years of direct database design and administration experience.
  • Five years of experience with application and database security, privacy, and compliance.
  • Advanced knowledge of Visual Studio, including version 2026.
  • Advanced knowledge of VB.NET, .NET Framework, and .NET CORE programming.
  • Advanced knowledge of SQL and SQL databases.

Posting Title: Unifier and Web Services Administrator (Department of Finance and Administration/OIT)

Work Location: Remote

Description of the job functions the contractor will be expected to perform.

Maintain and support Oracle Primavera Unifier Version 26.6 and higher, making changes to existing business processes, data views, user-defined reports, BI custom prints, etc. Ability to identify configuration defects and make the necessary corrections and to assist application administrators with first-level user support. Also responsible for maintaining existing ASP code for the reservations portal and the DFA Bureau of Buildings (BOB) project listing web pages. This engagement will have two primary objectives. First, to support existing staff with the administration and maintenance of Oracle Primavera Unifier and support the DFA business owners within the Bureau of Buildings, Grounds, and Real Property Management. Second, but of equal importance, the creation of a new web application for DFA s existing reservation system currently integrated with Primavera Unifier. Thorough knowledge of Oracle Primavera Unifier, .NET Framework 4.0.0, ASP.NET (VB.NET), .NET Core 8 through 10, Windows Server versions 2025, 2022, 2019, and 2016, IIS, and Microsoft SQL is required. Knowledge of Drupal 10 and 11 would be a plus, as Reservations will ultimately be accessed via the DFA website. The person selected will be expected to upgrade the existing Reservation code from .Net Core 8 to 10. This will be a collaborative process requiring working closely with existing staff and other contractors, so communication, cross-training, and flexibility in priorities and working with deadlines are required.

Required Skills/Experience

To be considered, all proposed consultants must meet the following mandatory requirements:

  • A four-year degree from an accredited school in Computer Science, Information Technology, or a like field.
  • Seven (7) years or more of direct experience with Oracle Primavera Unifier (Version 26 experience is required)
  • Seven (7) years or more of direct and specific experience creating applications in multiple programming languages
  • Five (5) years or more of direct database design and administration.
  • Five (5) years or more of experience with application and database security, privacy, and compliance decisions.
  • Advanced knowledge of Visual Studio to include the use of Visual Studio 2026 version 18.7.2
  • Advanced knowledge of VB.NET, .NET Framework, .NET CORE programming
  • Advanced knowledge of Structured Query Language (SQL) and SQL databases
  • Proficient with IIS configuration
  • Proficient with Windows Server versions 2016 through 2025
  • Advanced knowledge of C#
  • Documentation and knowledge transfer experience.
  • Excellent English-speaking skills, written communication skills, and knowledge transfer skills

Preferred/Not Required

Drupal Content Management System versions 10 and 11, and web application development and the ability to publish web applications via Visual Studio to IIS.
