Summary: The role of Document/Technical Writer involves drafting, editing, and finalizing various Advance Planning Documents (APDs) and Operational Work Plans (OWPs) in compliance with CMS guidelines. The consultant will also analyze program information, provide recommendations for process improvements, and ensure quality assurance of documents prepared for state and federal entities. Strong writing and organizational skills, along with extensive experience in technical writing, are essential for this position. The role is primarily remote, with a focus on supporting the FX Program in Florida.

Key Responsibilities:

  • Draft, edit, and finalize Advance Planning Documents (APDs) and Operational Work Plans (OWPs) in accordance with CMS guidelines.
  • Develop responses to requests for additional information for CMS.
  • Provide recommendations for streamlining the APD process.
  • Review federal regulations, policy updates, and CMS guidance, providing summaries and analyses.
  • Analyze program and project information for accurate descriptions in APDs, OWPs, and Schedule IV-Bs.
  • Participate in assigned meetings and perform compliance and quality assurance reviews of documents.
  • Incorporate feedback from various stakeholders into revised drafts.
  • Coordinate with Agency staff and FX support vendors for necessary document inputs.
  • Prepare presentation materials or summaries for leadership briefings and CMS communications.
  • Perform other duties as required.

Key Skills:

  • A minimum of seven (7) years of business or technical writing experience.
  • Proven experience writing APDs, grant requests, or similar state or federal documents.
  • Strong understanding of CMS requirements, including 45 CFR Part 95 and related Medicaid IT guidance.
  • Excellent writing, editing, and organizational skills.
  • Experience working with state or federal health and human services agencies preferred.
  • A professional writing sample must be submitted with the RFQ Response.

Title: Document /Technical Writer - R156890
Location: Tallahassee, FL/ Remote
Duration: 12 + Months

At a minimum, the Consultant shall:
a. Draft, edit, and finalize Advance Planning Documents (APDs) including Planning APDs, Implementation APDs, APD updates, and Operational APDs in accordance with CMS guidelines and guidance, including 45Code of Federal Regulations (CFR) Part 95.
b. Develop responses to requests for additional information for CMS.
c. Provide recommendations for streamlining the APD process.
d. Draft, edit, and finalize Operational Work Plans (OWPs) to support budget release requests to the Florida Legislature for the FX Program.
e. Draft, edit, and finalize the Schedule IV-B to support the annual legislative budget request for the FX Program.
f. Review federal regulations, policy updates, and CMS guidance and provide summaries and analyses of findings.
g. Analyze program and project information to accurately describe project, technical and operational aspects in APDs, OWPs, and Schedule IV-Bs.
h. Participate in assigned meetings.
i. Perform compliance and quality assurance reviews of documents prepared for state and federal entities. Edit documents as needed to comply with CMS requirements and Agency templates and correspondence guides.
j. Incorporate feedback from Agency staff, Agency leadership, FX support vendors, and CMS into revised drafts.
k. Coordinate with Agency staff and FX support vendors to obtain necessary inputs for documents.
l. Prepare presentation materials or summaries as needed for leadership briefings and CMS communications.
m. Perform other duties as required.
