Summary: The Technical Program Manager will oversee and manage large-scale public website projects, ensuring compliance with FTC regulations and effective communication with stakeholders. This part-time role requires a strong background in managing federal website projects, particularly in a Scrum environment, and involves driving implementation plans and monitoring contractor performance. The position is remote and spans a duration of 12 months.
Key Responsibilities:
- Reporting on or verifying any information related to any FTC order request
- Reviewing and prioritizing the backlog of any FTC order requests with the FTC on a regularly scheduled basis
- Status updates
- Status of funds for task orders
- Notification of changes in practice to all personnel with the Contractor firm who work on FTC Orders
- Ensure that contractor staff assigned in support of this requirement are aware of, understand, and abide by the FTC established rules, regulations, and safety and work practices, and shall have full authority to act on matters pertaining to the performance of services.
- Manage and own, from start to completion, the programs that help deliver efficient website development, and enhancement;
- Drive the implementation plan to successful completion across the entire organization;
- Identify technical gaps and risks in the execution, and correct them by making technical judgments;
- Monitor Contractor performance against the QCP and adjust performance as needed;
- Generate required reports and other required deliverables;
- Implement processes and methodologies that lead to optimal product deliveries, which are both predictable and repeatable;
- Communicate effectively to FTC peers and to management of achievements and risks (if any) of the website maintenance and enhancement effort;
- Collaborate regularly and professionally with other vendors supporting FTC web projects.
- Receiving and relaying detailed instructions
Key Skills:
- 7+ years of relevant work experience, including 4+ years of industry experience managing large-scale, public website projects
- 2+ years of demonstrated experience leading federal website projects in a Scrum environment;
- Experience in managing Drupal website projects for at least three federal government agencies;
- Experience leading teams and projects utilizing the Agile (Scrum) methodology; including sprint planning, retrospectives, managing Jira boards or other online ticketing systems;
- First-hand experience upgrading websites in Drupal;
- Understanding of and ability to use project management principles;
- Bachelor s degree in Digital Media, Information Technology, or another relevant field, or equivalent practical experience;
- Excellent communication skills.

Minimum Qualifications:
- 7+ years of relevant work experience, including 4+ years of industry experience managing large-scale, public website projects

- Adept at leading teams of highly talented, independent individuals with a track record of quickly earning credibility;
- Experience in leading remote or multi-site teams;
- Strong analytical, problem-solving and organizational skills;
- Master s degree in Digital Media or Information Technology, or another relevant field.
