Technical Product Owner - CIAM

Job Summary

We are seeking an experienced Technical Product Owner (TPO) to lead the development and optimization of its Consumer Identity and Access Management (CIAM) platform. The ideal candidate will bridge product management, cybersecurity, and cloud engineering to deliver secure, seamless, and accessible digital experiences for Medicare Advantage and Prescription Drug Plan members.

The TPO will own the technical product backlog, define requirements for authentication and identity management capabilities, and collaborate with Agile engineering teams to deliver compliant, high-performing digital solutions.

Key Responsibilities

• Own and prioritize the technical product backlog and roadmap for consumer identity, authentication, registration, Single Sign-On (SSO), and identity federation.
• Develop epics, user stories, and acceptance criteria for Multi-Factor Authentication (MFA), passwordless authentication, consent management, and account recovery.
• Collaborate with engineering and enterprise architecture teams to integrate ForgeRock identity services with Adobe Experience Manager (AEM) member portals and digital applications.
• Monitor authentication performance, latency, and onboarding drop-off rates using Splunk and Dynatrace.
• Leverage Quantum Metric analytics to identify user experience challenges and improve member registration and onboarding journeys.
• Coordinate with cloud engineering and DevOps teams to deliver features across Azure environments, ensuring high availability, secure deployments, and CI/CD alignment.
• Work closely with cybersecurity, compliance, business, and engineering stakeholders to translate business requirements into technical solutions.
• Ensure CIAM capabilities comply with HIPAA, applicable NIST security frameworks, and relevant CMS regulations.
• Facilitate Agile ceremonies, backlog refinement, sprint planning, and release prioritization.
• Drive continuous improvement in security, accessibility, system performance, and the overall digital member experience.

Required Qualifications

• Experience as a Technical Product Owner, Technical Product Manager, or Product Owner in identity management, cybersecurity, or digital platform engineering.
• Strong understanding of Consumer Identity and Access Management (CIAM), authentication, authorization, SSO, identity federation, and MFA.
• Experience with Agile methodologies, product backlog management, epics, user stories, and acceptance criteria.
• Familiarity with ForgeRock, Ping Identity, Okta, or similar identity platforms.
• Understanding of API integrations, cloud-based architectures, and enterprise application integration.
• Experience with monitoring and analytics tools such as Splunk, Dynatrace, or Quantum Metric.
• Knowledge of Azure cloud environments, CI/CD pipelines, and secure software delivery practices.
• Understanding of security and compliance requirements, including HIPAA, NIST, and CMS regulations.
• Strong communication, stakeholder management, analytical, and problem-solving skills.
