Summary: The role of Technical Architect Specialist involves working as a Senior level programmer within a team to develop new AI tools at the Health and Human Services Delivery Center. Responsibilities include defining system requirements, assisting with development, performing system testing, and maintaining CI/CD pipelines. The position allows for telework with a requirement to be in the office two days per month. The contractor must possess knowledge of AI tools and cloud technologies, particularly Azure.
Key Responsibilities:
- Work collaboratively in a team environment as a Senior level programmer on AI tool development.
- Define systems requirements and assist with development and system testing.
- Create and maintain CI/CD pipelines and manage the Delivery Center's Azure footprint.
- Independently complete assigned tasks with initiative and review upon completion.
- Collaborate with agency IT staff and business stakeholders to ensure solutions meet requirements.
- Anticipate, identify, track, and resolve issues and risks affecting work.
- Provide written and verbal communication to develop new business processes and programming solutions.
- Mentor and supervise technical teams, ensuring adherence to quality standards.

The contractor s primary responsibilities will be to work in a team environment as a Senior level programmer (Technical Specialist) on the creation of new tools in the emerging use of AI at the Health and Human Services Delivery Center. The consultant will work with agency information technology staff to define systems requirements, assist with development, perform system testing. Will be responsible for the creation and maintenance of CI/CD pipelines as well as assisting in the maintenance of the Delivery Centers Azure footprint.
Work will be assigned by the appropriate Unit Chief and performed independently with initiative and reviewed upon completion.
This position is eligible for telework. (Successful candidate must be able to work in the office 2 days per month, additionally as needed.
Required Qualifications:
Solid understanding of user-centered design principles, excellent visual design skills, great technical know-how, and a proven expertise in interaction design.
Ability to produce great ideas and can express them in a variety of different ways, be it a whiteboard, Adobe, Paper & Crayons, Wire frames, etc. Able to interpret the team s ideas and translate those into presentable documents.
Have a creative eye and a keen sense for color, typography, layout, and usability.
Ability to come up with ideas and UI's that marry business problems, customer needs and innovation all in a useful package.
Proven experience in utilizing configuration management tools, design tools, debugging tools, and any other environment specific tools necessary to create, test, and implement an application.
Proven experience in working in a team environment.
Proven experience in completing assigned tasks.
Proven experience in providing excellent written and verbal communication skills to develop new business process and programming solutions as directed by business and technical stakeholders.

Knowledge of AI Tools - specifically GitHub Copilot, Machine Learning, Retrieval-Augmented Generation (RAG), and AI Agents
- Must be proficient and have knowledge of Cloud Technologies specifically Azure, Git, CI/CD pipelines, Docker, Kubernetes, and Function Apps, and LaMDA
- Proven experience with .Net programming and C#
- Must have knowledge and be able to create Powershell scripts
- Knowledge in the following areas would be a plus: Test Automation (Playwright and MCP), Cloud Messaging (Azure Events, Kafka)
- Demonstrated experience with an application development methodology along with experience in database modeling and design.
