Key Responsibilities:
- Manage and maintain the Learning Management System, including user and content management.
- Create documentation and content for processes and procedures for MaineIT staff.
- Engage stakeholders and facilitate the implementation of the new LMS.
- Analyze systems and procedures, write and revise standards and procedures.
- Train others on the new system and contribute to other OIT projects as needed.

The State of Maine is implementing a new enterprise learning management system. This system provides a single source for all training and education for all employees and external partners. MaineIT seeks to create documentation and content for its processes and procedures that will be made available to all MaineIT staff in learning management system. MaineIT will offer this service to other State agencies as they are brought into the system.
The ideal candidate will have previous experience managing/maintaining a Learning Management System including user management, content management, and system updates. The ideal candidate will have demonstrated stakeholder engagement skills and the ability to bring others along with a new system implementation. As a Systems Analyst, they should possess knowledge of the limitations and capabilities of computer systems, applications, and various information technologies. They will have the ability to analyze systems and procedures, to write and revise standards and procedures, to communicate effectively, and to train others. The Learning Management System project will be a priority, but this Systems Analyst will also work on other OIT projects as needed.
Required Skills:
- 5+ years related industry experience.
- Preferred Education: 4-year college degree or equivalent working experience in business analytics/communications.
- Organizational Change Management skills, ability to bring along stakeholders and end users within the project.
- Knowledge of all phases of the software development life cycle as well as the project development cycle
- Strong oral and written communication skills including the ability to write clearly and effectively
- Demonstrated experience in gathering business requirements for system design including advanced methodologies like story mapping, impact mapping, user story writing and refinement
