Summary: The Strategy Consultant role focuses on enhancing the investment readiness and competitiveness of Ethiopia's chemicals industry through strategic development and analytical assessments of state-owned enterprises (SOEs). The consultant will work on identifying investment opportunities and developing actionable strategies to attract private capital. This position is part of a project in collaboration with the UK Foreign, Commonwealth & Development Office (FCDO) and involves remote work with potential travel to Addis Ababa. The contract is initially for three months, starting December 1, 2025.

Key Responsibilities:

  • Conduct qualitative and quantitative analyses of priority SOEs in subsectors such as pesticides, caustic soda, and rubber.
  • Lead data collection, stakeholder consultations, and business performance assessments.
  • Validate commercial viability, growth potential, and opportunities for private-sector participation.
  • Identify operational challenges, strategic options, and investment pathways for each assessed SOE.
  • Develop turnaround strategies and business case validations.
  • Support identification of potential investors, operators, or partnership structures.
  • Contribute to a forward-looking sector strategy for Ethiopia’s chemicals industry.
  • Synthesize insights from subsidiary assessments and broader market analysis.
  • Produce an actionable roadmap to guide investment mobilisation and industrial reforms.
  • Conduct a comprehensive assessment of investment opportunities (brownfield and greenfield).
  • Map and prioritise opportunities aligned with Ethiopia’s industrial objectives and private-sector appetite.
  • Develop structured recommendations for investment readiness and capital mobilisation.
  • Develop analytical templates, data collection tools, and detailed workplans with the Project Manager.

High-Level Overview

The client is delivering an investment advisory engagement in partnership with the UK Foreign, Commonwealth & Development Office (FCDO). The objective is to enhance the investment readiness and competitiveness of Ethiopia’s chemicals industry, strengthen the performance of priority state-owned enterprises (SOEs), and attract private capital into the broader industrial and manufacturing sector.
