The Role
We are looking for an experienced SRN Technical Claims Analyst to support the assurance and validation of grant claims for the Shared Rural Network (SRN) programme.
Using your knowledge of mobile telecoms rollout and infrastructure delivery, you will provide the technical review element of the grant claims process, validating delivery milestones, reviewing supporting evidence and assessing whether expenditure meets the requirements of the SRN Grant Agreement.
The role involves working across a significant volume of deployment and operational claims, collaborating with Mobile Network Operators (MNOs), delivery teams, finance colleagues and Building Digital UK (BDUK) to ensure claims are accurate, properly evidenced and submitted in line with agreed governance requirements.
Key Responsibilities
- Review and validate SRN grant claims, confirming that claimed delivery milestones have genuinely been achieved.
- Assess supporting evidence and ensure claims are sufficiently documented for approval and audit.
- Review expenditure against the Grant Agreement and determine whether costs are eligible.
- Use your understanding of telecoms deployment and construction costs to identify unusual, inconsistent or potentially inappropriate expenditure.
- Constructively challenge MNOs and other stakeholders where further evidence or clarification is required.
- Maintain accurate claim trackers, records and audit trails, monitoring claim status, approval and payment timelines.
- Respond to claim queries from BDUK and support the Finance team during periods of increased claim activity.
- Review SRN schedules and agreements to ensure MNO delivery remains aligned with contractual requirements.
- Keep relevant processes and documentation up to date.
- Produce clear reporting and updates for programme stakeholders.
- Deputise for the Finance Project Manager when required.
About You
We're looking for someone with a strong understanding of mobile telecoms deployment, ideally with experience across several stages of the delivery lifecycle, including site acquisition, planning, access, build, integration and acceptance.
You'll combine technical telecoms knowledge with a strong commercial and assurance mindset, with the confidence to question whether a milestone has genuinely been achieved, whether there is sufficient evidence and whether claimed costs are reasonable and eligible.
You'll also bring:
- Experience working within telecoms infrastructure delivery or rollout programmes.
- Good understanding of construction, contractor and/or telecoms deployment costs.
- Strong analytical and problem-solving skills, with a naturally inquisitive approach.
- Experience reviewing invoices, cost schedules or supporting financial documentation would be advantageous.
- Strong stakeholder management skills, with the ability to challenge constructively and maintain positive working relationships.
- Excellent organisation skills and the ability to manage multiple claims/workstreams simultaneously.
- Strong Excel and Microsoft Office skills.
- Experience of working within governance, compliance or audit-driven environments.
- An understanding of grant funding, public-sector funding or BDUK processes would be beneficial.
