Summary: Senior Technical Lead responsible for designing and operationalizing the data foundation for the Application Rationalization program and Application Portfolio Management (APM). This role serves as the technical data leader, accountable for establishing a trusted, integrated data ecosystem across various platforms. Operating within a complex, security-driven hybrid environment, the position requires innovative approaches to data architecture and governance. The role involves cross-functional leadership to drive alignment on data definitions and integration strategies to support enterprise decision-making.

Key Responsibilities:

  • Operate within a hybrid architecture (Azure cloud and on-premise systems) with security-driven constraints
  • Design secure, compliant, and pragmatic data integration approaches across segmented and restricted environments
  • Own data architecture across the APM ecosystem (Orbus, ServiceNow, Informatica, EDW, and related platforms)
  • Define and maintain data flows, integrations, and system-of-record alignment
  • Architect and manage data collection, storage, and synchronization across systems
  • Ensure a single source of truth for application inventory, relationships, usage, licensing, and dependencies
  • Lead data model design, attribute mapping, and cross-system reconciliation
  • Design and manage hybrid data architecture across Azure and on-premise systems, including legacy and constrained platforms
  • Define and enforce data governance rules (validation, normalization, de-duplication, attribute mapping)
  • Establish authoritative data sources and ownership model across systems
  • Maintain data lineage, traceability, and audit readiness
  • Develop data quality monitoring frameworks and dashboards to identify gaps and risks
  • Document data models, definitions, and mapping logic for transparency and onboarding
  • Lead alignment across IT stakeholders (Infrastructure, Service Desk, Applications, Data, Engineering Platforms) to establish common data definitions and ownership
  • Drive agreement on systems of record and supporting systems, including roles of Orbus, ServiceNow, and ancillary platforms
  • Facilitate decisions on data ownership, system boundaries, and integration responsibilities
  • Translate complex data architecture into clear executive-level narratives, visuals, and decision frameworks
  • Define and manage phased data strategy, transitioning from interim repositories (e.g., spreadsheets, temporary databases) to fully integrated systems of record
  • Ensure continuity, traceability, and data integrity throughout the transition
  • Enable repeatable, scalable rationalization processes through structured data foundations
  • Support decision workflows (retain/retire/replace) with clean, reliable, decision-ready data
  • Identify and enable integration points (procurement, contract systems, telemetry tools, infrastructure platforms) to accelerate data collection
  • Reduce reliance on manual data gathering by leveraging automated pipelines and ingestion frameworks
  • Partner with integration and data teams to establish efficient data pipelines and synchronization
  • Enable data ingestion across secure and restricted environments, leveraging appropriate patterns for cloud, on-prem, and segmented systems
  • Along with program executive, assign and oversee Enterprise Architects (EAs) and Data Analysts aligned to application portfolios
  • Ensure application metadata completeness, accuracy, and ongoing maintenance
  • Drive accountability for data quality and portfolio integrity across domains
  • Partner with application owners, SMEs, infrastructure, ServiceNow/CMDB teams, and business stakeholders to define requirements and validate data
  • Translate complex technical concepts into clear, business-friendly guidance
  • Participate in governance forums, design decisions, and issue resolution
  • Provide recommendations on tooling, architecture, and process improvements to strengthen the APM program

Key Skills:

  • Senior Data Architect or experienced DBA with deep expertise in ServiceNow and Orbus Infinity (iServer)
  • Strong hands-on experience with data modeling, meta-model configuration, and attribute management
  • Proven experience implementing Application Portfolio Management / Rationalization programs
  • Experience with data integration tools (Informatica, APIs, EDW pipelines)
  • Strong experience in cross-system data mapping and reconciliation
  • Experience integrating on-premise / legacy systems with cloud platforms
  • Experience with Azure data ecosystem preferred
  • Understanding of enterprise security, data access controls, and compliance constraints
  • Experience defining data governance frameworks and standards (DAMA, ISO 8000 preferred)
  • Strong executive communication and visualization skills
  • Experience with Power BI or similar reporting tools preferred
