Job Description
- Manage and oversee all aspects of complex IT projects from initiation through completion.
- Lead internal and external IT project teams and coordinate cross-functional project activities.
- Define project scope, requirements, deliverables, project plans, schedules, and release plans.
- Manage project resources, timelines, deliverables, risks, and overall project execution.
- Partner with department heads, agency leadership, state agencies, and private-sector stakeholders.
- Monitor project activities, identify risks, and implement mitigation and corrective actions.
- Establish and maintain quality assurance processes and project documentation.
- Conduct project presentations, briefings, milestone reviews, and final project reviews.
- Conduct analytical studies, feasibility studies, cost-benefit analyses, and project-related research.
- Ensure compliance with applicable laws, regulations, policies, standards, and procedures.
- Support change management and participate in change control, including reviewing change requests.
- Implement information systems security plans and procedures.
- Ensure appropriate product training and documentation are developed and available to customers.
Qualifications
- 7+ years of progressively responsible experience applying project management principles, methodologies, techniques, and tools.
- 4+ years of experience as a Senior Project Manager managing large or complex IT projects.
- 3+ years of experience with software development projects, Microsoft Dynamics 365, Azure DevOps, and Agile/Scrum.
- 1+ year of experience with Azure Cloud.
- Bachelor's degree required; equivalent qualifying experience may substitute on a year-for-year basis.
- PMP certification from PMI is mandatory and cannot be substituted with additional experience.
- Strong project management, leadership, decision-making, communication, and team-building skills.
- Experience with requirements analysis, risk management, quality assurance, financial management, and planning/evaluation.
- Knowledge of business process reengineering, capital planning, investment assessment, and cost-benefit analysis.
- Experience with contracting/procurement and stakeholder management.
- Knowledge of configuration, data, and information management.
- Understanding of IT architecture, infrastructure design, systems integration, and systems life cycle.
- Strong problem-solving, reasoning, organizational awareness, and technology awareness.
