Senior Business Analyst

The Opportunity

We're looking for an experienced Business Analyst to join a high-profile digital transformation programme within the public sector.

You'll play a key role in delivering a modern cloud-based platform that will transform and enhance offender management capabilities across multiple agencies, helping to improve collaboration, efficiency, and public protection outcomes.

Working within Agile multi-disciplinary teams, you'll take ownership of business analysis activities from discovery through to delivery, ensuring solutions meet both business and user needs.

Key Responsibilities

  • Facilitate workshops and support the assessment of new product initiatives and workstreams.
  • Analyse current business processes and define future-state processes.
  • Create and maintain process maps, requirements, and business artefacts.
  • Elicit, document, and refine business and user requirements.
  • Write clear user stories and acceptance criteria ready for development.
  • Collaborate closely with Product Managers, Architects, Developers, Testers, and UCD teams.
  • Support sprint delivery, demos, and stakeholder engagement activities.
  • Identify risks, dependencies, and issues, ensuring they are effectively managed.
  • Ensure all deliverables are completed to a high standard and aligned to programme objectives.

Additional Responsibilities

  • Represent the Business Analysis function in senior stakeholder discussions.
  • Coordinate BA activities across multiple teams and workstreams.
  • Drive consistency, quality, and best practice across the BA community.
  • Mentor and support other Business Analysts.
  • Work with Product Managers to refine and prepare backlog items for delivery teams.

Essential Skills & Experience

  • Proven experience as a Business Analyst within large-scale transformation programmes.
  • Strong experience working in Agile delivery environments.
  • Excellent requirements gathering, process mapping, and stakeholder management skills.
  • Experience writing user stories and acceptance criteria.
  • Strong analytical and problem-solving abilities.
  • Excellent communication, facilitation, and presentation skills.
  • Experience working with multiple stakeholders across business and technical teams.
  • Understanding of data governance and regulatory compliance principles.
  • Active SC and NPPV3 clearance.

Desirable Experience

  • Public sector or government programme experience.
  • Knowledge of the UK Criminal Justice System or MAPPA.
  • Experience working on cloud-based transformation projects.
  • Knowledge of AWS cloud technologies.
  • Relevant Business Analysis, public sector, or cloud certifications.
